OBSERVATION:The Spill Prevention, Control, and Countermeasure(SPCC)Plan failed to address the type of oil and storage capacity for each fixed container, portable and/or mobile containers. A diesel generator with approximately 250-gallons of diesel was observed out in the yard that was not included in the SPCC Plan. REGULATION GUIDANCE:The SPCC plan shall include: 112.7(a)(3()(i)The type of oil in each fixed container and its storage capacity. For mobile or portable containers, either provide the type of oil and storage capacity for each container or provide an estimate of the potential number of mobile or portable containers, the types of oil, and anticipated storage capacities. CORRECTIVE ACTION: The SPCC Plan shall properly address the type and storage capacity of all fixed and portable and/or mobile containers, as required. Submit proof of correction to the EHD. This is (Minor)Violation. 30 Code of Fed Regulations 112.7(f)(1)4020001 -Training provided for op/maint of equip, discharge procedures, laws/regs, general fac ops, and SPCC. OBSERVATION: It appears that the oil handling personnel were not adequately trained, as required. Copies of training records were not observed on site. REGULATION GUIDANCE: (f)(1)At a minimum,train your oil-handling personnel in the operation and maintenance of equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, rules, and regulations;general facility operations; and,the contents of the facility SPCC Plan. CORRECTIVE ACTION: Immediately submit a copies of the training records to the EHD. This is(Minor)Violation. 57 Code of Fed Regulations 112.7(e), 112.8(c)(6)4010021 -Written Inspection/testing procedures kept, inspection/testing records signed, kept for 3 years. OBSERVATION:The facility failed to keep written procedures and records of inspections and tests, including integrity tests,for at least three years. Copies of inspection records for daily, monthly, annual and were not found on site. REGULATION GUIDANCE: 112.7(e), Conduct inspections and tests required by this part in accordance with written procedures that you or the certifying engineer develop for the facility. You must keep these written procedures and a record of the inspections and tests, signed by the appropriate supervisor or inspector,with the SPCC Plan for a period of three years. Records of inspections and tests kept under usual and customary business practices will suffice for purposes of this paragraph. 112.8(c)(6)Test or inspect each aboveground container for integrity on a regular schedule and whenever you make material repairs.
