<br /> <br />Central Valley Regional Water Quality Control Board <br />06 June 2024 <br />Karina Cerna Valdez <br />J&L Market <br />8115 South El Dorado Street <br />French Camp, California 95231 <br /> <br />NO FURTHER ACTION DETERMINATION, J&L MARKET, 8115 SOUTH EL <br />DORADO STREET, FRENCH CAMP, SAN JOAQUIN COUNTY <br /> <br />Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff <br />reviewed the 14 April 2023 Soil Assessment Report (Report) documenting the <br />investigation of potential total petroleum hydrocarbons diesel range (TPH-d) <br />contamination in shallow soil at 8115 South El Dorado Street, French Camp, San <br />Joaquin County (Site) and requesting No Further Action. Atlas Environmental <br />Engineering, Inc. submitted the Report on behalf of Karina Cerna Valdez (Owner) for <br />the Site. The Report includes the pertinent data, summarizes the actions taken to <br />investigate TPH-d in soil at the Site, and requests a No Further Action Determination. <br />No indication of TPH-d contamination was found in soil during the investigation. Central <br />Valley Water Board staff concurs with the request for a No Further Action Determination <br />as provided in the enclosed Technical Memorandum. <br />During July 2023, the Owner mailed out a fact sheet to property owners within 500 feet <br />of the Site. The fact sheet notified interested persons of their opportunity to provide <br />comments on the proposed No Further Action Determination for the Site. No <br />comments were received during the 30-day public comment period ending 30 <br />August 2023. <br />Issuance of a No Further Action Determination does not preclude future action by the <br />Central Valley Water Board if: subsequent monitoring, testing, or analysis at the Site <br />indicates that the remedial action standards and objectives were not achieved; a new or <br />previously undiscovered release occurs onsite; new information indicates that further <br />site investigation and remedial action are required to prevent a significant risk to human <br />health and safety, the environment, or water quality; or the responsible party induced <br />the Central Valley Water Board to issue this No Further Action Determination by fraud, <br />negligence, or intentional nondisclosure or misrepresentation. <br />
