Clardy, P.G. #7055 __________ <br /> Senior Engineering Geologist <br /> <br /> <br /> <br /> <br />DATE: 09 November 2023 <br /> <br />SUBJECT: RATIONALE FOR CONSIDERING NO FURTHER ACTION, J&L <br />MARKET, 8115 SOUTH EL DORADO STREET, FRENCH CAMP, SAN JOAQUIN <br />COUNTY <br />Background: <br /> <br />J&L Market has requested the Central Valley Regional Water Quality Control Board <br />(Central Valley Water Board) consider a No Further Action (NFA) determination for the <br />diesel aboveground storage tank (AST) at 8115 South El Dorado Street in French <br />Camp, San Joaquin County, California (Site; Figure 1). The Site is an active gas station. <br />The request for NFA is presented in the 14 April 2023 Soil Assessment Report (ATLAS, <br />2023). The Geotracker ID for this case is T10000020705. <br /> <br />On 23 May 2022, the San Joaquin County Environmental Health Department (SJCEHD) <br />notified Central Valley Water Board staff of a leaking AST containing diesel fuel at the <br />Site. SJCEHD also observed and documented dark oily staining on the outside of the <br />concrete secondary containment and on the ground surrounding the containment <br />structure. On 02 November 2022, Central Valley Water Board staff conducted a site visit <br />to meet with Karina Cerna Valdez, the property owner, and inspect the AST area of the
