J&L Market - 3 of 3 - 09 November 2023
NFA Internal Justification

not detected above the laboratory reporting limits in any of the soil samples. The
analytical results for the samples are shown in Table 1. Because no contamination was
found in soil during the site investigation, no remedial actions have been conducted at
the Site.

Threat to Groundwater:

The available information indicates there is no soil contamination at the Site, and
therefore groundwater quality is not threatened.

Threat to Human Health:

The available information indicates there is no contamination at the Site, and therefore
human health is not threatened.

Summary:

The Soil Assessment Report (ATLAS, 2023) includes a summary of the site
investigation and requests closure of the Site. J&L Market assessed the potential
presence of TPHd and VOC contamination in shallow soil at the Site, and no analytes
were detected above laboratory reporting limits in the collected soil samples. Central
Valley Water Board staff concurs with the conclusions and recommendation for No
Further Action at the Site.

Attachments:

Figures (2 Figures)
Tables (1 Table)

References:
Atlas Environmental Engineering, Inc.
