A soil suitability and nitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to the Environmental Health Department, indicating that the area is suitable for septic <br /> system usage. The studies must be approved by the Environmental Health Department prior to <br /> issuance of a building permit. (San Joaquin County Development Title, Section 9-1105.2(d)). The <br /> fee will be based on the current schedule at the time of payment. <br /> The sewage disposal system shall comply with the onsite wastewater treatment systems <br /> standards of San Joaquin County prior to approval. A percolation test conducted in accordance <br /> with the E.P.A. Design Manual - Onsite Wastewater and Disposal Systems is required for each <br /> parcel. EHD has accepted an updated calculation of the <br /> nitrate loading concentration. The original calculation was provided in the <br /> Addendum to the Soil Suitability/Nitrate Loading Study dated June 20, 2006 (the <br /> Addendum)prepared by Neil Anderson and Associates for another landuse project. <br /> The Addendum calculation used an average daily flow (ADF) value of 842 gallons <br /> per day (gpd), which exceeds the value of 450 gpd as proposed in this reference <br /> PA-2200157 project (the 450 gpd is based on the proposed 30 employees over 4 <br /> shifts at 15 gallons/employee.) The updated calculation keeps the original ADF of <br /> 842 gpd, but substitutes a more conservative value of 85 mg/L-N for Effluent Stream <br /> Nitrate concentration (Nw) over the original lower value of 50 mg/L-N used in the <br /> Addendum since EHD requires 85 mg for commercial septic systems. The result of <br /> the updated mass-balance calculation of Total Nitrate-N percolate concentration to <br /> groundwater (Nr) is 6.36 mg/L-N (compared to 4.1 mg/L-N calculated in the 2006 <br /> Addendum), which is below the maximum contaminate level for nitrogen of 10 mg/L- <br /> N. <br /> 1868 E.
