According to records on site,the SPCC Plan was previously reviewed on 11/29/2018 and the most <br /> recent review was completed on 01/12/2024. <br /> REGULATION GUIDANCE: (b) Notwithstanding compliance with paragraph [112.5] (a)of this section, complete a <br /> review and evaluation of the SPCC Plan at least once every five years from the date your facility becomes subject to <br /> this part; or, if your facility was in operation on or before August 16, 2002,five years from the date your last review was <br /> required under this part.As a result of this review and evaluation,you must amend your SPCC Plan within six months <br /> of the review to include more effective prevention and control technology if the technology has been field-proven at the <br /> time of the review and will significantly reduce the likelihood of a discharge as described in§ 112.1(b)from the facility. <br /> You must implement any amendment as soon as possible, but not later than six months following preparation of any <br /> amendment. You must document your completion of the review and evaluation, and must sign a statement as to <br /> whether you will amend the Plan, either at the beginning or end of the Plan or in a log or an appendix to the Plan. The <br /> following words will suffice, "I have completed review and evaluation of the SPCC Plan for(name of facility)on (date), <br /> and will (will not)amend the Plan as a result." <br /> CORRECTIVE ACTION: Submit documentation to the Environmental Health Department demonstrating how the facility <br /> will ensure compliance moving forward. <br /> This is (Class 2)Violation. <br /> 34 Code of Fed Regulations 112.7(g)4030001 -Handling areas, valves, pumps/starter controls, load/unload connections <br /> secured, lighting adequate. <br /> OBSERVATION:The facility failed to implement security measures listed in the SPCC Plan. The secondary <br /> containment storm water drain valve located at the 10,000 gallon diesel tank was not locked as specified by the SPCC <br /> plan. <br /> REGULATION GUIDANCE: Describe in your Plan how you secure and control access to the oil handling, processing <br /> and storage areas; secure master flow and drain valves; prevent unauthorized access to starter controls on oil pumps; <br /> secure out-of-service and loading/unloading connections of oil pipelines; and address the appropriateness of security <br /> lighting to both prevent acts of vandalism and assist in the discovery of oil discharges. <br /> CORRECTIVE ACTION: Ensure that the following security measures are implemented at the facility.
