One 14,982 gallons <br />diesels tank and one approximately 10,000 gallons tank with unknown substance were observed onsite. Per <br />conversation with the Maintenance Manager, Isaac Felicitas, both tanks are empty and are not being used. Both <br />tanks are not labeled as permanently closed. It is unknown if all the liquid and sludge have been removed. The 10K <br />tank still has some connected piping. <br /> REGULATION GUIDANCE: When a tank is not in use, it must be permanently closed by meeting the following <br />conditions: - remove all liquid and sludge from each container and connecting line - disconnect and blank off <br />all connecting lines and piping have from the tank/ container - close and lock all valves - post a sign <br />conspicuously stating that it is a permanently closed container and denoting the date of closure. <br /> CORRECTIVE ACTION: Tanks that are not being used or are not addressed in the Spill Prevention , Control, and <br />Countermeasure (SPCC) Plan must either be included in your plan or meet the permanent closure requirements noted <br />above.
