The statistical analysis shows an 80% confidence level of 39.54 to 79.4 ppm. The <br />California regulatory limit (TTLC) for lead is 1000 ppm. Based on a two-tailed normal <br />distribution, it is likely that total concentration of lead in the fill areas does not exceed the TTLC. <br />The overall site conditions for STLC indicate an average total lead concentration of 2.41 ppm. <br />The statistical analysis shows an 80% confidence level of 1.47 to 3.35 ppm. Based upon a two- <br />tailed normal distribution, it is unlikely that the total soluble lead concentration would exceed the <br />California regulatory limits of 5 ppm. <br />7. Findings <br />Based upon individual analysis of each of the properties that were formally part of the Santa Fe <br />Road Disposal Site (Snyder Sanitary Dump Site) the following assessment is made for each <br />parcel of property: <br />Delta Funding (Lynch) Property <br />The investigation verified that the Cover and Drainage and Erosion Control is inadequate to meet <br />State Minimum Standards, due to areas of exposed waste and areas of waste above the surface, <br />and areas with a thin layer of ground (dirt) cover. Gas and radiation readings did not exceed <br />established thresholds. The site is easily accessible through damaged fence lines and therefore <br />fails to meet Site Security standards. Results for metals testing, CAM 5 and CAM 17, per <br />laboratory analysis are below CCR, Title 22 hazardous waste threshold limitations. Laboratory <br />results from Total Petroleum Hydrocarbons (TPH) samples, e.g. T-1-15, indicate the presence of <br />oil within the waste (see Appendix F, laboratory results for TPH, 24 October 2002).
