31 <br />8. Recommendations <br />Based upon the findings the following recommendations are submitted: <br />Delta Funding (Lynch) Property <br />Dispose of above ground surface wastes, i.e. barrels, into appropriate permitted landfills. <br />Consolidate and cover buried wastes and grade to meet State Minimum Standards of Cover, <br />Grading and Erosion Control. A determination to remove the waste from the railroad berm <br />should be made by a qualified engineer. Buried waste with the presence on TPH would be part <br />of the consolidated waste to be capped and covered. Properly secure the site by fence and gate(s) <br />to prevent access by unauthorized vehicles and persons. Conduct additional testing of soil and <br />waste samples as necessary during remediation and take appropriate action based upon <br />laboratory results. <br />Beard (Lane) Property <br />Consolidate wastes and cover and grade to meet State Minimum Standards of Cover, Grading <br />and Erosion Control. A determination to remove the waste from the railroad berm should be <br />made by a qualified engineer. Properly secure the site by fence and gate(s) to prevent access by <br />unauthorized vehicles and persons. Conduct additional testing of soil and waste samples as <br />necessary during remediation and take appropriate action based upon laboratory results. <br />Beard Property <br />Due to the estimated low volume of waste within this property it is recommended that clean <br />closure of the site be accomplished by mining and transporting all waste to an appropriate <br />permitted landfill. Additional testing is recommended to further determine the extent of <br />hazardous materials, arsenic, within the waste and take appropriate action i.e. dispose of <br />hazardous waste into a Class II or Class III landfill based upon laboratory analysis. <br />Waller (McAnaly) <br />Recommend that additional trenching and laboratory analysis be conducted between Trenches T- <br />4 and T-5 to determine extent of waste within that area. Should additional trenching verify the <br />extent of the calculated volume of waste then it is recommended to consolidate the waste on site <br />and cover and grade to meet State Minimum Standards for Cover, Grading and Erosion Control. <br />Should it be determined that the waste is less than the calculated volume then it is recommended <br />that the site be clean closed, removal of all waste to a permitted landfill. <br />Santa Fe Road Disposal Site <br />As an overall remediation strategy for the Site, consolidation and capping appears to be the most <br />technically and economically feasible approach to achieve compliance with State Minimum <br />Standards. Clean-closure of this site would cost and estimated $6.5 million (assuming a cost of <br />50.00 per yard for excavation, transportation, and disposal to a permitted landfill).
