Closed Disposal Site Inspection Report (188) <br /> Snyders Sanitary Garbage bisposal Site (39-CR-0031) <br /> 9/16/2025 <br /> 27 CCR 20530 -Site Security <br /> Continuation of Violation: <br /> 23021 S. Santa Fe Rd., Escalon Owner/operator-Afzal: <br /> The fence area near the property entrance gate is lacking, allowing unauthorized <br /> access to the property. Repair/Provide site security. The owner stated there has been <br /> repair to the fence, however the repair was done at a different section of the fence line. <br /> The owner is in contact with the LEA to resolve this violation. <br /> 1. A follow-up inspection will be conducted within 30 business days. If the violation is <br /> not corrected within 30 business days that may result in enforcement action. <br /> No Areas of Concern <br /> Inspection Report Comments <br /> A quarterly inspection was conducted on September 16, 2025 and the following was noted: <br /> Notes: <br /> 23023 S. Santa Fe Rd., Escalon. Owner- Rhodes, Padilla, Castaneda: <br /> 1. Access was given to the property, and the gate was unlocked for inspection. <br /> 2. Observed wood shavings & wood chips being used for grade in the center of the <br /> property. The approved grading material is clean soil. Use only clean soil as grade. <br /> 3. Appropriate permits shall be obtained prior to any installation of new water supply wells. <br /> 4. Vegetation is moderate on perimeter slope near entrance. Operator is to maintain <br /> vegetation to prevent a potential fire hazard. <br /> 5. Owner should notify the EHD prior to any site activities. <br /> 6. If owners or potential buyers are contemplating any Post Closure Land Uses (PCLU) for <br /> this site, please be advised that there are additional requirements pertaining thereto. <br /> Pursuant to the PCLU provisions of T27CCR, Section 21190, the PCLU Plan shall be <br /> submitted to the LEA, the Regional Water Quality Control Board (RWQCB), the local air <br /> district and local land use agency for review and approval prior to commencing any <br /> construction or pre-construction activities for such PCLU. <br /> 7. T27CCR, Section 21200 requires that CalRecycle and EHD are notified at least 45 days <br /> prior to the sale or transfer of the property. <br /> 23021 S. Santa Fe Rd., Escalon.
