Hazelton Avenue | Stockton, California 95205 <br />(209)616-3049 <br />RE: Target Store T0738– <br />Dear Mr. Nso, <br />In order to demonstrate compliance with findings associated with the inspection of Target Store <br />T0738 on July 3rd, 2024, Target Corporation provides the following responses to the alleged <br />violations. <br />1)OBSERVATION: The business plan information has not been reviewed and <br />resubmitted in the California Environmental Reporting System (CERS) annually by the <br />due date, January 15. <br />-The 2024 business plan was submitted on 2/16/2024 -late <br />-The 2023 business plan was submitted on 01/18/2023 -late <br />REGULATION GUIDANCE: The hazardous materials inventory shall be submitted by <br />January 15 of each calendar year and may be submitted beginning November 1 of the <br />previous year. <br />RESPONSE: Target strives to make all efforts possible to ensure timely submissions of <br />the annual HMBP renewal. <br />2)OBSERVATION: Employees training records were not available during the inspection. <br />REGULATION GUIDANCE: The business plan shall include provisions for ensuring <br />that appropriate personnel receive initial and annual refresher training. All employees <br />shall be trained in safety procedures in the event of a release or threatened release of a <br />hazardous material, including, but not limited to, familiarity with the following plans and <br />procedures: (A) Immediate notification contacts to the appropriate local emergency <br />response personnel and to the unified program agency. (B) Procedures for the <br />mitigation of a release or threatened release to minimize any potential harm or damage <br />to persons, property, or the environment. (C) Evacuation plans and procedures, <br />including immediate notice, for the business site. This training shall be documented <br />electronically or by hard copy and shall be made available for a minimum of three <br />years. <br />RESPONSE: The Hazardous Materials Training Summary and training recap report for <br />Target Store T0738 are included in the attachments to this report [Attachments A and <br />B]. The training summary outlines the initial and continuing training descriptions as well <br />as the positions that manage the Environmentally Sensitive Item Management (ESIM) <br />program. The training recap lists the training taken by active team members over the <br />past 3 years relevant to their position. These documents are available during a <br />regulatory inspection by accessing the store’s online Workbench.
