Environmental Health Department <br />CP22 - HMBP Inspection Report <br />Date: <br />July 09, 2024 <br /> Facility Address: <br /> 2219 N Wilson WAY, Stockton <br /> Facility Name: <br /> LINDA GAS & EQUIPMENT INC <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />The following were not complete or inaccurate in the inventory: <br />- Tribufos has the following blank : days on site, largest container, storage pressure, storage temperature <br />- Laser Mix mixture components were not listed. Two kinds of Laser Mix were observed on site : Helium, Nitrogen (28 <br />cylinders) and Helium, Carbon Dioxide (22 cylinders) <br />- Air (compressed) was observed inside and outside of the warehouse but was only listed as being located at the NW <br />side of building. <br />The following were observed on site that were not listed in the inventory: <br />- Nitrogen, Oxygen (approximately 20 cylinders of 140 cu ft capacity) <br />- Nitrogen, Nitrogen Dioxide (approximately 3 cylinders of 140 cu ft capacity) <br />- Nitrogen, Carbon Monoxide (approximately 42 cylinders of 140 cu ft capacity) <br />- Nitrogen, Carbon Dioxide (approximately 48 cylinders of 140 cu ft capacity) <br />- Nitrogen Nitric Oxide (approximately 2 cylinders of 140 cu ft capacity) <br />- Nitrogen, Sulfur Dioxide (approximately 8 cylinders of 140 cu ft capacity) <br />- Methane Tetrahydrothiophene (2 cylinders of 95.4 cu ft capacity) <br />- "Stargon VS" - Argon, Carbon Dioxide, Helium (approximately 16 cylinders of 140 cu ft capacity) <br />REGULATION GUIDANCE :The Hazardous materials inventory information must be current and submitted as part of <br />the business plan. <br />CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br />This is a repeat violation (Class 2) Violation. <br />CA Health and Safety Code 25505(a)(2) 1010005 - Site Map with all required content electronically submitted. <br />OBSERVATION: The site map is incomplete. <br />- Per the CONSOLIDATED EMERGENCY RESPONSE / CONTINGENCY PLAN in CERS, absorbent material is <br />available to be used for spill containment. This was not observed on site or listed on the map. <br />- Nitrous Oxide was observed in the southeast corner of the warehouse but was not listed on the map. <br />REGULATION GUIDANCE: site map that contains north orientation, adjacent streets, access and exit points, <br />evacuation staging areas, hazardous material handling and storage areas, emergency response equipment, and, if <br />present, loading areas, internal roads, storm and sewer drains, and emergency shutoffs , as well as additional map <br />requirements the governing body of the unified program agency finds necessary. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a repeat violation (Class 2) Violation. <br /> 11 <br />CA Health and Safety Code 25505(a)(3) 1010010 - Electronically submitted adequate response plan/procedures for <br />release/threatened release of hazmat. <br />OBSERVATION: The emergency response(ER) procedures were lacking or inadequate. The CONSOLIDATED <br />EMERGENCY RESPONSE / CONTINGENCY PLAN: <br />- Section C does not have the correct CUPA phone number listed .
