Environmental Health Department <br />AMENDED <br />7/23/2024 <br />CP22 - HMBP Inspection Report <br />Date: <br />July 16, 2024 <br /> Facility Address: <br /> 795 E ROTH RD, FRENCH CAMP <br /> Facility Name: <br /> SMART TECH DIESEL REPAIR <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />- One used antifreeze tank was observed in the North East corner of the shop next to the oil drums and new oil <br />- Disposal eye wash bottles were observed on site next to the restroom and was not identify on the site map. <br />- One fire extinguisher observed net to the spill supplies and was not identify on the site map. <br />REGULATION GUIDANCE: site map that contains north orientation, adjacent streets, access and exit points, <br />evacuation staging areas, hazardous material handling and storage areas, emergency response equipment, and, if <br />present, loading areas, internal roads, storm and sewer drains, and emergency shutoffs , as well as additional map <br />requirements the governing body of the unified program agency finds necessary. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is (Minor) Violation. <br />CA Health and Safety Code 25505(a)(3) 1010010 - Electronically submitted adequate response plan/procedures for <br />release/threatened release of hazmat. <br />OBSERVATION: The emergency response(ER) procedures were lacking or inadequate. Section A10 on the ER <br />procedures were not selected. <br />REGULATION GUIDANCE: A business plan shall include the following emergency response procedures for a release <br />or threatened release of hazardous materials, including, but not limited to, the following: - immediate notification of <br />local emergency personnel and the Environmental Health Department (EHD) - procedures for the mitigation of a <br />release or threatened release to minimize any potential harm or damage to persons, property, or the environment - <br />evacuation plans and procedures, including immediate notice, for the site <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is (Class 2) Violation. <br /> 12 <br />CA Health and Safety Code 25505(a)(4) 1020001 - Established and electronically submitted adequate training <br />program. <br />OBSERVATION: A training program was lacking . Observed an employee scooping the used antifreeze from an <br />approximately 100 gallon flat container into a 5 gallon bucket without any proper procedures. <br />REGULATION GUIDANCE: Training programs for all employees and annual training , including refresher courses, shall <br />include familiarity with the facility's Emergency response plans and procedures in the event of a release or threatened <br />release of a hazardous material. Training shall cover, but not limited to, all of the following: (A) Immediate notification <br />contacts to the appropriate local emergency response personnel and to the unified program agency. (B) Procedures <br />for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or <br />the environment. (C) Evacuation plans and procedures, including immediate notice, for the business site.
