Environmental Health Department AMENDED 7/23/2024 CP22 - HMBP Inspection Report Date: July 16, 2024 Facility Address: 795 E ROTH RD, FRENCH CAMP Facility Name: SMART TECH DIESEL REPAIR SUMMARY OF VIOLATIONS (CLASS I, CLASS II, or MINOR - Notice to Comply) RemarksItem # - One used antifreeze tank was observed in the North East corner of the shop next to the oil drums and new oil - Disposal eye wash bottles were observed on site next to the restroom and was not identify on the site map. - One fire extinguisher observed net to the spill supplies and was not identify on the site map. REGULATION GUIDANCE: site map that contains north orientation, adjacent streets, access and exit points, evacuation staging areas, hazardous material handling and storage areas, emergency response equipment, and, if present, loading areas, internal roads, storm and sewer drains, and emergency shutoffs , as well as additional map requirements the governing body of the unified program agency finds necessary. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. This is (Minor) Violation. CA Health and Safety Code 25505(a)(3) 1010010 - Electronically submitted adequate response plan/procedures for release/threatened release of hazmat. OBSERVATION: The emergency response(ER) procedures were lacking or inadequate. Section A10 on the ER procedures were not selected. REGULATION GUIDANCE: A business plan shall include the following emergency response procedures for a release or threatened release of hazardous materials, including, but not limited to, the following: - immediate notification of local emergency personnel and the Environmental Health Department (EHD) - procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment - evacuation plans and procedures, including immediate notice, for the site CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. This is (Class 2) Violation. 12 CA Health and Safety Code 25505(a)(4) 1020001 - Established and electronically submitted adequate training program. OBSERVATION: A training program was lacking . Observed an employee scooping the used antifreeze from an approximately 100 gallon flat container into a 5 gallon bucket without any proper procedures. REGULATION GUIDANCE: Training programs for all employees and annual training , including refresher courses, shall include familiarity with the facility's Emergency response plans and procedures in the event of a release or threatened release of a hazardous material. Training shall cover, but not limited to, all of the following: (A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified program agency. (B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment. (C) Evacuation plans and procedures, including immediate notice, for the business site. These training programs may take into consideration the position of each employee.
