<br />LL Hazardous Waste Ex Program <br />February 2020 7 San Joaquin County <br /> PWD-Solid Waste <br /> HANDLING IDENTIFIED HAZARDOUS WASTE <br /> <br /> <br />If the prohibited wastes are safely containerized for on-site moving, the site foreman will direct <br />transfer stations workers to move these materials to an on-site temporary storage locker for <br />disposal within 90 days. A chemical storage locker has been installed at the site for this <br />purpose. This storage locker is provided with secondary containment, explosion venting and <br />may be moved with a forklift (Exhibit 5). <br /> <br />The storage locker is clearly marked as a hazardous waste storage area and will remain locked. <br />The locker will be cleared of accumulated prohibited waste discovered under the load checking <br />program when it becomes over 90 percent full or before any waste contained therein has been <br />stored for 90 days. Because the waste stored in the locker will be removed within 90 days or <br />less, the locker is not required to be permitted as a “hazardous waste storage facility”. <br /> <br />If the wastes are a spill, or are not adequately containerized for on-site moving or storage, <br />transfer station personnel will move the unloading operations to a safe area and place traffic <br />cones around the affected area. The San Joaquin Environmental Health Department will be <br />contacted immediately by telephone and given details of the incident. Upon being given a <br />description of the materials and situation, the Environment Health Department will provide <br />direction for removal of the waste in question and proceeds to the site if necessary. The <br />foreman also notifies the San Joaquin County Office of Emergency Services concerning the <br />incident if appropriate. The foreman then arranges for immediate removal and disposal by the <br />County’s licensed hazardous waste contractor as needed.. <br /> <br />Experience with the load checking program to date indicates that virtually all attempts to dispose <br />of hazardous waste at the site involve disposal of drums containing varying amounts of liquid. <br />Under the waste exclusion program, liquid containers greater than five gallons in capacity which <br />may be safely moved are removed from the dumping area and stored until disposed by the <br />responsible party or the County. Such containers will be appropriately tagged when discovered <br />with information as to approximate volume of contents, probable contents if known, date of <br />discovery and responsible party if known. The barrel is then placed in the storage locker until <br />removed from the site by a licensed hazardous waste hauler. <br />
