Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division
Transfer Processing Report 17 County of San Joaquin
September 16, 2024

4. Increasing the transfer rate of refuse to the disposal facility if the storage capacity inside
the MRF nears maximum storage capacity. Additional transfer vehicles and drivers will
be put into service during this time. Lovelace has some pre-qualified temporary drivers
who are available to drive trucks when needed. As of 2014, 7 trucks are used to transfer
refuse to Foothill Sanitary Landfill. Additional 3 trucks can be put into use if needed.

2.8.1 Storage Capacity
Storage capacity is based on utilization of 60 percent of the useable floor space, or
approximately 55,600 square feet. Assuming and an average waste height of 12 feet, a
minimum storage volume of approximately 8,200 CY is provided.

Assuming a bulk refuse density of 350 pounds per cubic yard, this volume can hold
approximately 1440 tons of refuse, which exceeds the maximum daily permitted refuse receipt.

The refuse throughput for the MRF is based on loading an average of 20 trailers per day. Each
transfer trailer holds approximately 22 tons of waste. Therefore, the number of transfer trucks
per day multiplied by 22 equals a standard throughput of 440 tpd for the refuse MRF operation.

The maximum refuse throughput for the MRF is based on loading 32 trailers per day. Therefore,
the maximum number of transfer trucks per day multiplied by 22 equals a maximum throughput
of 704 tpd for the refuse MRF operation.

All food waste will be processed and removed daily such that no food waste is stored onsite.

Disposal of Solid Waste (Non-Recyclable Items)

Non-recyclable solid waste is deposited in refuse transfer vehicles, and transported to a disposal
facility permitted to receive this material. At this time, normal operations call for all non-
recyclable material to be transferred to the Foothill Sanitary Landfill. Other disposal facilities may
be used if the Foothill Landfill is not available.
