Sammons, Lynsey [EHD]
From: Sammons, Lynsey [EHD]
Sent: Monday, December 23, 2024 10:10 AM
To: Eric Sandoval
Subject: RE: SPCC
Good morning Eric,
reviewed the RTC documents you sent. The RTC for the HMBP inspection is complete, but further action is
needed to close the remaining violations for the Haz Waste and APSA inspections. Please see my notes below -
Hazardous Materials Business Plan (HMBP) inspection: RTC completed for this inspection
• 11 —Resolved —Accuracy will be verified during our next inspection.
Small Quantity Generator, Hazardous Waste (SQG HW) inspection:
• 2 —Further action needed — Still pending training per the plan we discussed.
• 11 — Further action needed — I didn't see anything to document this. Did you check with your hauler as
discussed?
RTC form states the STIHL motomix was "disposed of correctly". Provide more info. Is it on one of
the submitted disposal records?
• 48 — Resolved
Aboveground Petroleum Storage Act (APSA) inspection: 11 items closed, 4 remain open.
• 24 — Further action needed - I see the pictures of spill kits, however I don't see any absorbent pads/booms.
The facility's SPCC Plan mentions "absorbent materials, pads and/or booms" have been provided. The
materials on site must match the SPCC plan. Have pads/booms been provided? Please send photos of
those.
• 48 — Resolved - I see appendix F. It needs to be added to the facility's copy of the plan and maintained on
site.
• 57—Resolved—We'll verify that these have continued monthly during our next inspection.
• 61 — Further action needed - I don't see anything to document that this has been completed or that the
plan has been updated. Did you reach out to the trainer as discussed?
• RTC form states this will be corrected by 11/8/24. Provide update on planned training and date first
test is scheduled.
• Further action needed — I don't see these signed forms attached. Did you send them separately?
• The following must be corrected before all violations can be closed:
• The copy you dropped off is not signed by management on page 2. If this is considered your
facility's copy, it is not fully approved by facility management until signed.
• On the copy you dropped off, Appendix A is not signed by management, so the Certification
of Substantial Harm Determination form is incomplete.
Lynsey Sammons
Environmental Health Specialist
Cell: (209) 616-3067
Office: (209) 468-3420
San Joaquin County Environmental Health Department
1868 E.
