Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />May 13, 2024 <br /> Facility Address: <br /> 13401 S Union RD, MANTECA <br /> Facility Name: <br /> EDWARD CARDOZA <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 16 HSC 25507.1 Failed to electronically submit ER plan when not meeting Ag handler exemption requirements. <br />OBSERVATION: This farm business does not meet the requirements for exemption from filing emergency response <br />(ER) procedures in the California Environmental Reporting System (CERS). The emergency response procedures <br />are lacking the phone number for the Local Unified Program Agency/Environmental Health Department. The <br />number is 209-468-3420. Facility failed to meet conditions 2 and 3 below to qualify for exemption from filing ER <br />procedures. <br />REGULATION GUIDANCE: To meet this exemption, a farming business shall: <br /> 1. annually submit the Hazardous Materials Inventory <br /> 2. mark each building that stores any pesticides, petroleum fuels and oil, or fertilizers with warning signs <br /> 3. provide training for all employees in safety procedures in the event of a release or threatened release of a <br />hazardous material. <br />CORRECTIVE ACTION(S): Immediately take all steps to meet the requirements for exemption from filing <br />emergency response procedures, or log into the CERS at http://cers.calepa.ca.gov/, and upload emergency <br />response procedures for a release or threatened release of hazardous materials, including, but not limited to, the <br />following: <br /> - immediate notification of local emergency personnel and the Environmental Health Department (EHD) <br /> - procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment <br /> - evacuation plans and procedures, including immediate notice, for the site. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />AFTER THE COMPLIANCE DATE, EHD WILL BILL FOR ALL TIME AND ACTIVITIES ASSOCIATED WITH BRINGING <br />THIS FACILITY BACK INTO COMPLIANCE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> Received by: Inspector Phone: <br /> MATTHEW WON, EH Specialist <br /> Inspector: Date: <br />Printed Name and Title: <br />, <br />(209) 616-3029 <br />FA0016754 PR0524939 SC001 05/13/2024 <br />EHD 19-01 Rev. 12/06/2021 Hazardous Materials Program OIRPage 4 of 4 <br />1868 E.
