STI SP001 Monthly Inspection Checklists from January 2024 to September 2024 has a comment in item #1 <br />stating that the inspector observed " seep at west tank by turbine". However, none of the checklists describe if any <br />corrective actions have been taken to correct the issue. <br />2- Section 1.7 of the SPCC Plan was not fully implemented, as required. 2023 training documents for Kenneth Ton , <br />Cardlock Maintenance Specialist who conducts the AST monthly inspections , were not available during the inspection. <br />REGULATION GUIDANCE: 112.3: The owner or operator or an onshore or offshore facility subject to this section must <br />prepare in writing and implement a Spill Prevention Control and Countermeasure Plan (hereafter “SPCC Plan” or <br />“Plan”),” in accordance with § 112.7 and any other applicable section. 25270.4.5.(a): An owner or operator shall <br />conduct periodic inspections of the storage tank to ensure compliance with Part 112 (commencing with Section 112.1) <br />of Subchapter D of Chapter I of Title 40 of the Code of Federal Regulations. In implementing the spill prevention control <br />and countermeasure plan, an owner or operator shall fully comply with the latest version of the regulations contained in <br />Part 112 (commencing with Section 112.1) of Subchapter D of Chapter I of Title 40 of the Code of Federal Regulations. <br />CORRECTIVE ACTION: Implement the SPCC plan, as required. <br />Item #1: Facility documented at the time of the inspection that they have ordered parts to fix the leak, but no target <br />date has been provided. Provide a target date/completion date for correcting the issue. <br />Item #2- Submit proof of Kenneth's training records. If the 2023 records of training are not found, submit statement that <br />facility will maintain training records for personnel, who have AST inspection responsibilities . <br />This is (Class 2) Violation. <br /> 3 <br />Code of Fed Regulations 112.7(a)(3)(i) 4010041 - SPCC Plan addresses the type of oil and storage capacity for all <br />fixed and portable containers. <br />OBSERVATION: The Spill Prevention, Control, and Countermeasure (SPCC) Plan failed to address the type of oil and <br />storage capacity for one 55 gallon portable steel drum of diesel observed inside the facility shop. Table 1 in the <br />SPCC plan does not include this container as part of the SPCC plan. <br /> <br />REGULATION GUIDANCE: The SPCC plan shall include: (i) The type of oil in each fixed container and its storage <br />capacity. For mobile or portable containers, either provide the type of oil and storage capacity for each container or <br />provide an estimate of the potential number of mobile or portable containers, the types of oil, and anticipated storage <br />capacities. <br /> <br />CORRECTIVE ACTION: Ensure that the SPCC Plan properly address the type and storage capacity of all fixed and <br />portable and/or mobile containers, as required.
