OBSERVATION: 1- Section 1.6 of the Spill Prevention, Control, and Countermeasure was not fully implemented to document corrective action(s). STI SP001 Monthly Inspection Checklists from January 2024 to September 2024 has a comment in item #1 stating that the inspector observed " seep at west tank by turbine". However, none of the checklists describe if any corrective actions have been taken to correct the issue. 2- Section 1.7 of the SPCC Plan was not fully implemented, as required. 2023 training documents for Kenneth Ton , Cardlock Maintenance Specialist who conducts the AST monthly inspections , were not available during the inspection. REGULATION GUIDANCE: 112.3: The owner or operator or an onshore or offshore facility subject to this section must prepare in writing and implement a Spill Prevention Control and Countermeasure Plan (hereafter “SPCC Plan” or “Plan”),” in accordance with § 112.7 and any other applicable section. 25270.4.5.(a): An owner or operator shall conduct periodic inspections of the storage tank to ensure compliance with Part 112 (commencing with Section 112.1) of Subchapter D of Chapter I of Title 40 of the Code of Federal Regulations. In implementing the spill prevention control and countermeasure plan, an owner or operator shall fully comply with the latest version of the regulations contained in Part 112 (commencing with Section 112.1) of Subchapter D of Chapter I of Title 40 of the Code of Federal Regulations. CORRECTIVE ACTION: Implement the SPCC plan, as required. Item #1: Facility documented at the time of the inspection that they have ordered parts to fix the leak, but no target date has been provided. Provide a target date/completion date for correcting the issue. Item #2- Submit proof of Kenneth's training records. If the 2023 records of training are not found, submit statement that facility will maintain training records for personnel, who have AST inspection responsibilities . This is (Class 2) Violation. 3 Code of Fed Regulations 112.7(a)(3)(i) 4010041 - SPCC Plan addresses the type of oil and storage capacity for all fixed and portable containers. OBSERVATION: The Spill Prevention, Control, and Countermeasure (SPCC) Plan failed to address the type of oil and storage capacity for one 55 gallon portable steel drum of diesel observed inside the facility shop. Table 1 in the SPCC plan does not include this container as part of the SPCC plan. REGULATION GUIDANCE: The SPCC plan shall include: (i) The type of oil in each fixed container and its storage capacity. For mobile or portable containers, either provide the type of oil and storage capacity for each container or provide an estimate of the potential number of mobile or portable containers, the types of oil, and anticipated storage capacities. CORRECTIVE ACTION: Ensure that the SPCC Plan properly address the type and storage capacity of all fixed and portable and/or mobile containers, as required.
