• The Certified Unified Program Agency (CUPA) <br />consolidates, coordinates, and makes consistent portions <br />of the following six existing programs: <br />▪Hazardous Materials Business Plans (HMBPs) <br />▪Hazardous Waste Generators <br />▪Underground Storage Tanks (USTs) <br />▪California Accidental Release Prevention Program (CalARP) <br />▪Aboveground Storage Tanks (SPCC Plans) <br />▪California Fire Code <br />Hazardous Materials Business Plan <br />In 1993 California established the Unified Program to consolidate and coordinate the  <br />administration, permitting, inspection, and enforcement activities of certain environmental  <br />regulatory programs to city and county agencies. The city and county agencies that have  <br />received the authority to enforce these environmental regulatory programs within their  <br />jurisdictions are called Certified Unified Program Agencies, or CUPAs.  <br />There are six environmental regulatory programs that the CUPA has authority to enforce  <br />within its jurisdiction. These are Hazardous Materials Business Plans, HMBPs, the State’s  <br />Hazardous Waste Program, regulations for underground storage tanks, California Accidental  <br />Release Prevention Program, aboveground storage tanks that require a site to develop a  <br />Spill Prevention, Control, and Countermeasure Plan, and the California Fire Code. This  <br />section will focus on the HMBP requirements. <br />24
