Environmental Health Department <br />CP22 - HMBP Inspection Report <br />Date: <br />October 17, 2024 <br /> Facility Address: <br /> 2850 E LOOMIS RD, STOCKTON <br /> Facility Name: <br /> DIAMOND TRANSPORTATION LOGISTIC INC <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />- Approximately 125 gallon tank of diesel, three 55 gallon drums of diesel <br />REGULATION GUIDANCE: Any material that meets or exceeds the reportable quantity shall be reported in the <br />facility's business plan. <br />CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for approval. <br />This is a repeat violation (Class 2) Violation. <br />CA Health and Safety Code 25505(a)(2) 1010005 - Site Map with all required content electronically submitted. <br />OBSERVATION: The site map is incomplete. <br />The site map has inaccurate locations of <br />- fire extinguishers. Please specify locations. 2 were observed in the warehouse and at the exit points of the shop. <br />- absorbent. They were observed in the pit and at one exit point of the shop <br />- propane. They were observed in the warehouse <br />The following were not listed on the map: <br />- eye wash <br />- electrical, water shut offs <br />- various oils through out the shop <br />- new anitfreeze <br />- windshield fluid <br />- various diesel in the shop plus the tank outside <br />The site map is missing entry/exit points between the warehouse, break area and shop <br />REGULATION GUIDANCE: site map that contains north orientation, adjacent streets, access and exit points, <br />evacuation staging areas, hazardous material handling and storage areas, emergency response equipment, and, if <br />present, loading areas, internal roads, storm and sewer drains, and emergency shutoffs , as well as additional map <br />requirements the governing body of the unified program agency finds necessary. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a repeat violation (Class 2) Violation. <br /> 11 <br />CA Health and Safety Code 25505(a)(4) 1020002 - Provided initial and annual training and maintained training records <br />for a minimum of three years. <br />OBSERVATION: Training records were not observed on site . <br />REGULATION GUIDANCE: The business plan shall include provisions for ensuring that appropriate personnel receive <br />initial and annual refresher training.
