URS <br /> November 9, 2023 <br /> Ms. Natalia Subbotnikova <br /> Program Coordinator R.E.H.S. <br /> San Joaquin County Environmental Health Department <br /> 1868 East Hazelton Avenue <br /> Stockton, California 95205-6232 <br /> Subject: 2023 Annual Monitoring Report <br /> World Enterprises Site, Stockton, California <br /> Dear Ms. Subbotnikova: <br /> URS Corporation Americas (URS), now an AECOM company, has prepared this 2023 Annual <br /> Monitoring Report on behalf of RS Legacy Corporation (formerly known as RadioShack <br /> Corporation). This report documents the results of the fourth quarter 2023 (4Q23) monitoring <br /> activities completed at the World Enterprises site in Stockton, California (site) (Figure 1). <br /> BACKGROUND <br /> The site is located at 3578 French Camp Turnpike Road, Stockton, California 95206. From 1970 to <br /> 1978, the site operated as a debris disposal site; debris was sourced from demolished buildings and <br /> included wood, rubble, concrete, and other fill materials. The site operated under San Joaquin Local <br /> Health District Use Permits issued to World Enterprises (URS 2004). <br /> On July 17, 2003, during an annual site inspection, San Joaquin County Environmental Health <br /> Department(SJCEHD) staff measured methane gas concentrations up to 30,000 parts per million <br /> by volume (ppmv) (or 3 percent by volume [%]) along the site boundary. Subsequent to this <br /> inspection, SJCEHD required Tandy Corporation (the site owner, now known as RS Legacy <br /> Corporation)to assess whether the methane concentrations along the site boundary could be <br /> greater than 5% and, if found to be greater than 5%,to implement measures for controlling methane <br /> from leaving the site (URS 2004). <br /> In November 2003, RS Legacy Corporation contracted with URS to assess the extent of methane at <br /> the site. On April 7, 2004, URS installed four gas-migration monitoring probes at the World <br /> Enterprises site (VW-1 through VW-4) (Figure 1) (URS 2005a). On October 12, 2004, URS installed <br /> four dual-screen (i.e., shallow and deep) gas migration monitoring probes (VW-5 through VW-8) <br /> (Figure 1) (URS 2005b). During quarterly field investigations in the first half of 2005, URS <br /> established that methane concentrations along the northwestern portion of the site boundary at VW- <br /> 4, VW-5S, VW-5D, VW-6S, and VW-6D were regularly above 5% (i.e., the lower flammability limit <br /> for methane).
