Environmental Health Department <br />AMENDED <br />12/12/2024 <br />CP22 - AST Non-Qualified Inspection Report <br />Date: <br />December 10, 2024 <br /> Facility Address: <br /> 11800 S HARLAN RD, LATHROP <br /> Facility Name: <br /> UPS Lathrop Hub <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />REGULATION GUIDANCE: 112.8 (c)(8) Engineer or update each container installation in accordance with good <br />engineering practice to avoid discharges. You must provide at least one of the following devices : (i) High liquid level <br />alarms with an audible or visual signal at a constantly attended operation or surveillance station. In smaller facilities an <br />audible air vent may suffice . (ii) High liquid level pump cutoff devices set to stop flow at a predetermined container <br />content level. (iii) Direct audible or code signal communication between the container gauger and the pumping station. <br />(iv) A fast response system for determining the liquid level of each bulk storage container such as digital computers , <br />telepulse, or direct vision gauges. If you use this alternative, a person must be present to monitor gauges and the <br />overall filling of bulk storage containers. (v) You must regularly test liquid level sensing devices to ensure proper <br />operation. <br />CORRECTIVE ACTION: Ensure the SPCC Plan addresses overfill prevention methods and must be regularly testing <br />of the liquid sensing devices. Provide proof of correction to the EHD. <br />This is (Class 2) Violation. <br />Overall Inspection Comments: <br />Routine APSA Inspection <br />An inspection checklist was provided to the facility operator on the day of inspection, December 10, 2024. A <br />complete report was finished on December 12, 2024 and replaces the initial checklist. Items #10 and #61 were <br />removed from the checklist. Items #7 and #59 were added. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, within 30 days of receiving the complete inspection report, January 11, 2025. <br />The following was observed during the inspection: <br />- 500-gallon waste oil tank <br />- 500-gallon new oil tank <br />- 500-gallon new oil tank <br />- 55-gallon drums of transmission fluid and gear oil <br />- 12,000-gallon gasoline tank <br />- 12,000-gallon diesel tank <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of <br />having them sign. <br />Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($172).
