This discussion must <br />include, but not be limited to, inspection/testing schedule/frequency, and personnel qualifications. Submit proof of <br />correction to the EHD. <br />This is (Class 2) Violation. <br />Code of Fed Regulations 112.7(a)(1), 112.8(c)(8) 4010056 - SPCC adequately describes overfill prevention methods, <br />and devices/systems used for each container. <br />OBSERVATION: The Spill Prevention, Control, and Countermeasure (SPCC) Plan failed to adequately describe the <br />overfill prevention methods, including a description of the devices or systems in place for the diesel tank to prevent <br />overfills. <br />- Section 4A discusses that fuel truck drivers continuously observe the transfer operation but no mention of a fast <br />response system was mentioned in the plan (digital computer, telepulse, direct vision gauge). <br />- The SPCC Plan failed to discuss regular testing of liquid sensing devices to ensure proper operation. <br />REGULATION GUIDANCE: 112.8 (c)(8) Engineer or update each container installation in accordance with good <br />engineering practice to avoid discharges. You must provide at least one of the following devices : (i) High liquid level <br />alarms with an audible or visual signal at a constantly attended operation or surveillance station. In smaller facilities an <br />audible air vent may suffice . (ii) High liquid level pump cutoff devices set to stop flow at a predetermined container <br />content level. (iii) Direct audible or code signal communication between the container gauge and the pumping station. <br />(iv) A fast response system for determining the liquid level of each bulk storage container such as digital computers , <br />telepulse, or direct vision gauges. If you use this alternative, a person must be present to monitor gauges and the <br />overall filling of bulk storage containers. (v) You must regularly test liquid level sensing devices to ensure proper <br />operation. <br />CORRECTIVE ACTION: Ensure the SPCC Plan adequately addresses overfill prevention methods, including a <br />description of the devices or systems in place for each container to prevent overfills and regular testing of these <br />devices. Provide proof of correction to the EHD. <br />This is (Class 2) Violation. <br /> 59 <br />CA Health and Safety Code 25270.6(a) 4010032 - Tank Facility Statement or Business Plan has been submitted . <br />OBSERVATION: A complete tank facility statement or a business plan has not been submitted . The submitted APSA <br />CERS submittal: <br />- Does not list the most current date of 5 year SPCC Plan review <br />- The Total Aboveground Capacity of Petroleum listed in CERS is 26,500-gallons. The amount of petroleum products <br />calculated from the CERS HMBP inventory is 2,310-gallons. The amount of total lubricating oil calculated from listed in <br />Table 1 in Section 3A in the SPCC Plan is 2,150-gallons. The total amount of oils listed in the SPCC Plan Section 3 A <br />Table 1 is 54,950-gallons.
