Environmental Health Department <br />CP22 - HMBP Inspection Report <br />Date: <br />November 21, 2024 <br /> Facility Address: <br /> 2651 E ROOSEVELT ST, STOCKTON <br /> Facility Name: <br /> HALEY BROS INC <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />- Loading areas for the propane and diesel tanks <br />- Location of absorbent material <br />- Contents of the (7) Aboveground Tanks, (8) Moveable Pressurized Tanks , (9) Steel Drums of Barrels <br />REGULATION GUIDANCE: site map that contains north orientation, adjacent streets, access and exit points, <br />evacuation staging areas, hazardous material handling and storage areas, emergency response equipment, and, if <br />present, loading areas, internal roads, storm and sewer drains, and emergency shutoffs , as well as additional map <br />requirements the governing body of the unified program agency finds necessary. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a repeat violation (Class 2) Violation. <br />CA Health and Safety Code 25505(a)(4) 1020002 - Provided initial and annual training and maintained training records <br />for a minimum of three years. <br />OBSERVATION: Training records were not available at time of inspection . <br />REGULATION GUIDANCE: The business plan shall include provisions for ensuring that appropriate personnel receive <br />initial and annual refresher training. All employees shall be trained in safety procedures in the event of a release or <br />threatened release of a hazardous material, including, but not limited to, familiarity with the following plans and <br />procedures: (A) Immediate notification contacts to the appropriate local emergency response personnel and to the <br />unified program agency. (B) Procedures for the mitigation of a release or threatened release to minimize any potential <br />harm or damage to persons, property, or the environment. (C) Evacuation plans and procedures, including immediate <br />notice, for the business site. This training shall be documented electronically or by hard copy and shall be made <br />available for a minimum of three years. <br />CORRECTIVE ACTION: Immediately provide employee training for appropriate personnel and submit a copy of the <br />training records to the EHD. <br />This is a repeat violation (Class 2) Violation. <br /> 14 <br />Overall Inspection Comments: <br />Routine HMBP Inspection <br />Conducted a Hazardous Materials Business Plan (HMBP) inspection. There were 4 violation(s) during the <br />inspection. One violation was corrected on site. Complete and submit a copy of the Return to Compliance <br />Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken <br />for each violation, and any supporting paperwork, by 12/21/2024. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of <br />having them sign. <br />Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($172).
