SANsJOAQUIN Environmental Health Department <br /> COUNTY <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TESORO (SPEEDWAY) 68154 12500 W LODI AVE, LODI TJune 16, 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I, CLASS II, or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 51 CA Health and Safety Code 25292.1(a) 2030035 - UST system is operated to prevent unauthorized release, including <br /> spills and overfills <br /> OBSERVATION: The fuel filters under the dispenser 3/4 are not located to allow drips and leaks to drain back into the <br /> UDC. <br /> - UDC 3/4 is missing a diversion plate on the west end. Spoke to service technician on site as well as facility manager <br /> and neither were aware of where it may be. <br /> REGULATION GUIDANCE: The underground storage tank system shall be operated to prevent unauthorized releases. <br /> CORRECTIVE ACTION: Immediately provide approved secondary containment for the filters under permit and inspection <br /> by the EHD. <br /> This is a Repeat(Class 2)Violation. <br /> 52 CA Code of Regulations 2635(c)(1) 2030036 - Overfill prevention system has not been overridden and meets overfill <br /> requirements (TCR 9b) <br /> OBSERVATION: Overfill prevention testing was last performed on 6/7/2021and was completed on 8/14/2024, 2 months <br /> past due. <br /> REGULATION GUIDANCE: Overfill prevention equipment inspections were required to be conducted by October 13, <br /> 2018, and every 36 months thereafter, and within 30 days of completion of a repair. <br /> CORRECTIVE ACTION: Take all necessary precautions to ensure testing is performed in a timely manner. <br /> This is a Repeat(Class 2)Violation. <br /> 56 CA Code of Regulations 2716(a-e) 2030013 - DO inspections completed at least every 30 days and meet all <br /> requirements (TCR 12) <br /> OBSERVATION: The designated operator failed to check and note the correct test dates for the Overfill Prevention Test <br /> on the designated operator inspection reports. <br /> -The correct date for the Overfill Prevention Test is 8/14/2024 not 6/27/2024, as mentioned in the June 2024 and July <br /> 2024 DO reports. <br /> REGULATION GUIDANCE: During the inspection, the designated operator shall check that all required testing and <br /> maintenance for the UST system have been completed and document the dates they were done. <br /> CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the <br /> required information on the reports. <br /> This is a Repeat(Class 2)Violation. <br /> 72 CA Code of Regulations 2712 2030039 - Compliance with all operating permit requirements <br /> OBSERVATION: The 87 and 89 spill containers were replaced on 7/22/2024 and a permit was not obtained from the <br /> EHD. <br /> - For the replacement of a like for like spill container a "UST Retrofit- No Fee Permit"was required. <br /> REGULATION GUIDANCE: Emergency repairs relating to UST system monitoring and release detection may be <br /> performed by a properly licensed, trained, and certified contractor pursuant to the EHD's policy and a permit obtained <br /> within one business day from the EHD. All other repairs must have a permit submitted to and approved by the EHD prior <br /> to beginning work. <br /> CORRECTIVE ACTION: Immediately obtain a permit from the EHD for the replacement of the 87 and 89 spill containers <br /> .
