OBSERVATION:An accurate UST Monitoring Site Plan was not available on site at time of inspection. REGULATION GUIDANCE:A site plan must be submitted identifying the locations where monitoring will be performed. The site plan must show the general layout of tanks and clearly identify locations of the following equipment, if installed: 1) monitoring panels; 2)in-tank liquid level probes(if used for leak detection); 3)devices monitoring tank annular spaces or vault;4)devices monitoring product piping; 5)devices monitoring fill piping; 6)devices monitoring vent piping; 7)devices monitoring vapor recovery piping; 8)devices monitoring vent/transition sumps; 9)devices monitoring under-dispenser containment; 10)line leak detectors; and 11)devices monitoring any other secondary containment areas. CORRECTIVE ACTION: Matt Lewis was able to acquire an accurate UST Monitoring Site Plan and it is now maintained on site. No further action is needed. This was corrected on site. This is a repeat violation (Class 2) Violation. 51 CA Health and Safety Code 25292.1(a)2030035- UST system is operated to prevent unauthorized release, including spills and overfills. OBSERVATION: E85 meter located in UDC 1/2 was leaking at time of inspection. REGULATION GUIDANCE:The underground storage tank system shall be operated to prevent unauthorized releases, including spills and overfills. CORRECTIVE ACTION: Immediately have a properly licensed, trained, and certified contractor repair or replace the failed component(s), under permit and inspection of the EHD if necessary. Provide proof of repair or replacement of the failed components to EHD. This is a repeat violation (Class 2) Violation. 59 CA Code of Regulations 2712(b)(1-2)2030001 - Records of release detection monitoring and maintenance properly maintained (TCR 9d).
