FASTI= CH
March 3, 2025
Stacy Rivera
Lead Sr. Registered Environmental Health Specialist
San Joaquin County Environmental Health Department
1868 E. Hazelton Ave.
Stockton, CA 95205
Subject: Repairs to Owens Corning DWT-2P 10 ft diameter 25,000
gallon double wall brine monitored fiberglass UST, 87 product
Location/ID: Sheriff's Operation Center, #1
7000 Michael Canlis Blvd., French Camp, CA 95205
CERS ID 10181419
Tank Owner: San Joaquin County Sheriff's Office
Site Contractor: Joseph Bagley, Bagley Enterprises, Inc.
Ms. Rivera,
Containment Solutions, Inc. (CSI) and Bagley Enterprises, Inc. has provided
Fueling and Service Technologies, Inc. (FASTECH) information regarding the
history, manufacturing details, engineering information, inspection findings and
repair plan for the double wall fiberglass underground storage tank (UST) primary
containment failure at the subject site.
The subject UST was manufactured by Owens Corning Fiberglass and shipped
to the site 1989 and installed sometime thereafter. The 25,000 gallon model
DWT-21P was manufactured with a smooth outer wall bonded to the crowns of the
ribs. The ribs were attached to the tank's inner wall on 11 inch centers. The
space between the two walls between the ribs is about 1 inch.
The double wall UST is configured with a dry interstitial space and monitored with
a liquid sensor. Fluid was detected by the liquid sensor indicating a breach of the
primary containment.
After the UST was pumped out and cleaned, CSI technician Michael Tovar
entered the UST on October 15, 2024 and performed a visual interior inspection
and identified a surface hump and crack at the at the 7 o'clock position
approximately 30" X 16" on the southwest side of the tank. Additional cracks and
blistering were noted in the CSI inspection report QT-1176223 dated October 17,
2024. Tank deflection measurements indicated the UST was still within new UST
installation specifications.
7050 VILLAGE DRIVE,SUITE D • BUENA PARK,CA 90621
(714) 523-0194 • FAX(714) 523-4235 • WWW.FASTECHUS.COM
