OBSERVATION:Water was found in the diesel STP sump,diesel fill sump, 87 fill sump, and the 11/12 UDC. REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage accordingly. Immediately contact a properly licensed, trained, and certified contractor to address the water intrusion into the diesel fill and STP sumps,the 87 fill sump, and the 11/12 UDC under permit and inspection of the EHD, if needed. This is (Minor)Violation. 57 CA Code of Regulations 2715(c)2030012-Initial and annual training provided to employees and at least one trained employee is present. OBSERVATION:The designated operator employee training for Ruhel Dhanda and Karan Singh was not performed. The employee training certificate dated 1/4/2024 lists the date of assuming responsibility as a facility employee as 1/4/24 but the initial training date is blank for both employees. REGULATION GUIDANCE:The designated operator shall train facility employees in the proper operation and maintenance of the UST system at least once every 12 months. The training shall be conducted before the individual performs the duties of a facility employees.The training shall include, but is not limited to: 1. Operation of the UST system in a manner consistent with the facility's best management practices 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan 3. Employee's role with regard to spills and overfills as specified in the facility's response plan 4. Name of the contact person(s)for emergencies and monitoring equipment alarms Initial training shall also include a site-specific practical demonstration that provides both sharing information and evaluating knowledge for responding to emergencies, leak detection, monitoring alarms, spills and overfills. At least one of the facility employees present during operating hours shall have current training. CORRECTIVE ACTION: Ensure that employees have been trained by the designated operator, maintain the list on site, and submit a copy of the training records to the EHD.
