OBSERVATION: The monitoring plan is not current and/or not approved by the EHD. The monitoring plan on CERS incorrectly states that AN valves and ball floats are used as the facility overfill protection method. REGULATION GUIDANCE: The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). CORRECTIVE ACTION: Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a repeat violation Class 2 Violation. 5 CA Code of Regulations 2632(d), 2641(h) 2030041 - A current facility plot plan is maintained and has been submitted. OBSERVATION: An accurate UST Monitoring Site Plan is inaccurate. The Monitoring Site Plan (map) does not list annular sensors on the legend, only annulars. The Monitoring Site Plan (map) indicates an annular space in the parking lot near the 91 tank. REGULATION GUIDANCE: A site plan must be submitted identifying the locations where monitoring will be performed . The site plan must show the general layout of tanks and clearly identify locations of the following equipment, if installed: 1) monitoring panels; 2) in-tank liquid level probes (if used for leak detection); 3) devices monitoring tank annular spaces or vault, 4) devices monitoring product piping; 5) devices monitoring fill piping; 6) devices monitoring vent piping; 7) devices monitoring vapor recovery piping; 8) devices monitoring vent/transition sumps; 9) devices monitoring under-dispenser containment; 10) line leak detectors; and 11) devices monitoring any other secondary containment areas. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/ and upload a corrected copy of the UST Monitoring Site Plan. This is a repeat violation Class 2 Violation. 10 CA Code of Regulations 2638(c), 2638(d) 2030074 - Annual Monitoring System Certification Form to the CUPA within 30 days of completion of the test. OBSERVATION: Annual monitoring system certification and leak detector testing was performed on 2/15/2024 and a test report was submitted on 3/22/2024, 6 days late.
