The correct dates for <br /> overfill prevention testing are 2/24/2021 for the 5/3/2024 and 5/31/2024 DO reports and 5/31/2024 for the 6/28/2024 <br /> thru 1/9/2025 DO reports. <br /> REGULATION GUIDANCE: During the inspection, the designated operator shall check that all required testing and <br /> maintenance for the UST system have been completed and document the dates they were done. <br /> CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the <br /> required information on the reports. <br /> This is a repeat violation Class 2 Violation. <br /> 59 CA Code of Regulations 2712(b)(1-2) 2030001 - Records of release detection monitoring and maintenance properly <br /> maintained (TCR 9d). <br /> OBSERVATION: Maintenance and monitoring records for the last three years were not found on site, including: <br /> -Monitoring System Certification test results for 2/15/2024 <br /> -Spill Container test results for 2/15/2024 <br /> -Overfill Prevention Equipment test results for 5/31/2024 <br /> REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records <br /> include: (1) date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; <br /> (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all <br /> readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of <br /> inventory readings and reconciliations. <br /> CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last <br /> three years on site. Submit copies of any missing work orders and alarm records to the EHD. <br /> This is a repeat violation Class 2 Violation. <br /> 68 CA Code of Regulations 2712(i), 2634(e) 2030046 - A current UST Response Plan has been submitted. <br /> OBSERVATION: An approved copy of the response plan was not available for inspection. <br /> REGULATION GUIDANCE: A copy of this plan shall be accessible on site at all times. <br /> CORRECTIVE ACTION: Immediately locate and retain a copy on site. <br /> This is a repeat violation Class 2 Violation. <br /> Overall Inspection Comments: <br /> "TESTING IS INCOMPLETE" The diesel leak detector has not been tested. Technician on site stated it could not <br /> be tested because there was no pressure at the dispenser for diesel. The diesel leak detector is due for testing by <br /> February 28, 2025. Immediately schedule this test and provide 48 hours written notification to the EHD. All EHD <br /> staff time associated with the reinspection will be billed at the current hourly rate ($172). <br /> An inspection checklist was provided to the facility operator on the day of inspection.
