SAN JOAQUIN Environmental Health Department <br /> —COUNTY <br /> Greatness grows here. <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> United #5446 11403 W COUNTRY CLUB BLVD, STOCKTON T1 October 31, 2025 <br /> Item# Remarks <br /> 52 2635(c)(1) 2030036 - Overfill prevention system has not been overridden and meets overfill requirements (TCR 9b) <br /> OBSERVATION: The facility does not have an approved overfill method. <br /> -The required mesh screen on the used oil fill tube was observed in the spill container on the side of the fill tube. <br /> -The remote fill pipe enters the sump below the fill tube shut off valve. <br /> REGULATION GUIDANCE: All underground storage tanks shall be equipped with an overfill prevention system that does <br /> not allow for manual override and meets one of the following requirements: <br /> 1. Alert the transfer operator when the tank is 90 percent full by restricting the flow into the tank or triggering an audible <br /> and visual alarm; or <br /> 2. Restrict delivery of flow to the tank at least 30 minutes before the tank overfills, provided the restriction occurs when <br /> the tank is filled to no more than 95 percent of capacity; and activate an audible alarm at least five minutes before the <br /> tank overfills; or <br /> 3. Provide positive shut-off of flow to the tank when the tank is filled to no more than 95 percent of capacity; or, <br /> 4. Provide positive shut-off of flow to the tank so that none of the fittings located on the top of the tank are exposed to <br /> product due to overfilling. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to install an approved <br /> overfill prevention system. Replacement of a mechanical flapper valve requires a permit and inspection by the EHD. If <br /> an external audio/visual alarm is replaced, provide a copy of the service receipt to the EHD. If an approved overfill <br /> prevention system can't be installed immediately, there is a possibility that the used oil UST system may be red tagged to <br /> prevent fuel inputs. <br /> This is a (Class 2)Violation. <br /> Overall Inspection Comments <br /> On site for re-inspection following incomplete testing at the routine Monitoring System Certification on 10/29/25. The <br /> Ronan LS-10 and Ronan LS-3 could not be tested because the technician did not have a certification for the <br /> manufacturer. <br /> The Ronan LS-3 sump sensor and the Ronan LS-10 annular sensor were tested and passed. <br /> All EHD staff time associated with the reinspection will be billed at the current hourly rate ($179). <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, <br /> by November 30, 2025. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of <br /> having them sign. <br /> Starting July 1, 2025, all in-office CERS help will be provided at the EHD hourly rate ($179).
