A dOAQU1N Environmental Health Department <br /> COUNTY <br /> CP22 - UST FULL Inspection Report <br /> Facility Name: 72057 <br /> ty Address: Date: <br /> STOCKTON FOOD&GAS#2 S ELDORADO ST, STOCKTON FehruarV 12 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> information has not been received resulting in a non-compliant status for this facility. <br /> REGULATION GUIDANCE:An operator that receives an inspection report shall have 30 days to submit a written <br /> response that includes a statement documenting corrective actions taken or proposing corrective actions which will be <br /> taken. <br /> CORRECTIVE ACTION: Ensure that a written response documenting corrective actions taken or proposed is <br /> submitted within 30 days of receiving an inspection report. <br /> This is a repeat violation (Class 2) Violation. <br /> 85 CA Code of Regulations 2631(a); HSC 25290.1(c)2060027-Tank system primary containment is constructed, <br /> operated, and maintained product-tight.. <br /> OBSERVATION:The 87 product pipe of the south most UDC along El Dorado, had the formation of two droplets along <br /> the elbow joint.There was also an accumulation of liquid within the UDC sump under the droplets. <br /> REGULATION GUIDANCE:All primary containment for the UST system must be product tight. <br /> CORRECTIVE ACTION: Immediately have a properly licensed, trained, and certified contractor repair or replace the <br /> failed component(s), under permit and inspection of the EHD if necessary. <br /> ------------------------- <br /> OBSERVATION:An inspection was conducted on February 13, 2024 and a violation was cited with the following: Per <br /> Technician, Dave Winkler, approximately 6 inches of fuel was observed inside the 87 STP sump indicating a leak from <br /> the primary containment. This violation has not been resolved, an inspection was done on February 12, 2024 and in <br /> this same 87 STP sump liquid was found and there was a strong fuel odor to indicate a possible leak from the primary <br /> containment. <br /> REGULATION GUIDANCE:All primary containment for the UST system must be product tight. <br /> CORRECTIVE ACTION: Immediately have a properly licensed, trained, and certified contractor repair or replace the <br /> failed component(s), under permit and inspection of the EHD if necessary. <br /> This is a repeat violation (Class 2) Violation. <br /> Overall Inspection Comments: <br /> A complete report was finished on 2/13/2025 and replaces the initial checklist from 2/12/2025. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> FA0003735 PR0231083 SCO01 02/12/2025 <br /> EHD Rev.12/06/2021 Page 10 of 11 CP22-UST FULL OIR <br /> 1868 E.
