The following is an itemized list of CP22 - UST FULL violations that have not been <br /> addressed for NATIONAL PETROLEUM MANTECA as of July 16, 2025. <br /> Open violations from September 17, 2024 inspection <br /> Violation#56-2030013-DO inspections completed at least every 30 days and meet all requirements(TCR <br /> 12). <br /> OBSERVATION: The designated operator failed to document all the alarms from the attached alarm history on the <br /> 5/28/2024 designated operator inspection report and failed to check that they were responded to appropriately. The <br /> missing alarms include: <br /> -L4 May 24, 2024 Fuel Alarm <br /> REGULATION GUIDANCE: During the inspection, the designated operator shall review the alarm history since the <br /> previous inspection, check that each alarm was documented and responded to appropriately, and attach a copy of the <br /> alarm history with documentation taken in response to any alarms to the inspection report. <br /> CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the <br /> required information on the reports. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#66-2010008-Monitoring, maintenance, repairs, linings, and upgrade records maintained for life <br /> of UST. <br /> OBSERVATION: Received notification for replacement of H style relay on grade 91,work order was not found on site. <br /> REGULATION GUIDANCE:These records shall be kept on site for the life of the tank. <br /> CORRECTIVE ACTION: Immediately locate and maintain these records on site and submit copies to the EHD. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#72-2030039-Compliance with all operating permit requirements. <br /> OBSERVATION: The facility is not in compliance with the written conditions of the operating permit. The racing fuel <br /> 100 and 110 tanks leak detector annual testing has not been conducted. <br /> REGULATION GUIDANCE:The owner and operator of underground storage tank(UST)systems shall comply with all <br /> requirements of the permit issued for the operation of the UST system. <br /> CORRECTIVE ACTION: Immediately take all necessary actions to bring these UST systems into compliance to avoid <br /> the tanks being red tagged. <br /> Page 3 of 4 <br />
