SANsJOAQUIN Environmental Health Department <br /> COUNTY <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: TDate: <br /> ELDORADO FOOD MART 11901 S EL DORADO ST, STOCKTON uqust 18, 2025 <br /> 56 CA Code of Regulations 2716(a-e) 2030013 - DO inspections completed at least every 30 days and meet all <br /> requirements (TCR 12) <br /> OBSERVATION: Designated operator reports were not signed within the required time frame. <br /> -The 8/22/2024 designated operator report was not signed by the owner/operator. <br /> REGULATORY GUIDANCE: Within 48 hours of the completion of the designated UST operator visual inspection, the <br /> designated operator shall sign and provide the owner or operator with a copy of the inspection report. Within 72 hours of <br /> being provided a signed copy of the report, the owner or operator shall provide a description of each corrective action <br /> taken or to be taken and shall sign and date the report, acknowledging the identified compliance issues. <br /> CORRECTIVE ACTION: Ensure all designated operator inspection reports are completed and signed within the required <br /> time frame in the future. <br /> This is a Repeat(Class 2)Violation. <br /> 59 CA Code of Regulations 2712(b)(1-2) 2030001 - Records of release detection monitoring and maintenance properly <br /> maintained (TCR 9d) <br /> OBSERVATION: The following Maintenance and Monitoring records for the last three years were not found on site. <br /> - Monitoring System Certification test results for 8/8/2023 and 8/25/2022 <br /> - Spill Container test results for 8/8/2023 and 8/25/2022 <br /> REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records <br /> include: (1)date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; <br /> (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all readings <br /> of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of inventory readings <br /> and reconciliations. <br /> CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last <br /> three years on site. Submit copies of any missing work orders and alarm records to the EHD. <br /> This is a Repeat(Class 2)Violation. <br /> 68 CA Code of Regulations 2712(i), 2634(e) 2030046 -A current UST Response Plan has been submitted <br /> OBSERVATION: An approved copy of the response plan was not available for inspection. <br /> REGULATION GUIDANCE: A copy of this plan shall be accessible on site at all times. <br /> CORRECTIVE ACTION: Immediately locate and retain a copy on site. <br /> This is a Repeat(Class 2)Violation. <br /> 72 CA Code of Regulations 2712 2030039 - Compliance with all operating permit requirements <br /> OBSERVATION: The 1/2 Dispenser was replaced on 7/11/2025 and a permit was not obtained from the EHD. <br /> REGULATION GUIDANCE: Emergency repairs relating to UST system monitoring and release detection may be <br /> performed by a properly licensed, trained, and certified contractor pursuant to the EHD's policy and a permit obtained <br /> within one business day from the EHD. All other repairs must have a permit submitted to and approved by the EHD prior <br /> to beginning work. <br /> CORRECTIVE ACTION: Immediately obtain a permit from the EHD for the replacement of the 1/2 dispenser.
