The site is working on the CEQA process and facility permit revision to increase the <br />daily tons received limit. <br /> <br />Repeat violation from the April and May inspection reports. <br />27 CCR 20680 - Daily Cover <br />Some exposed waste was observed at area one near the active face. Apply a <br />minimum of six inches of compacted earthen material on exposed waste at the end of <br />each operating day. In addition, alternative daily cover tarps can be used to cover the <br />active face. <br />Repeat from last inspection. <br />Areas of Concern <br />27 CCR 21600 - Report of Disposal Site Information <br />The site Joint Technical Document section 8 discusses Wood Waste handling. This <br />waste is ground on-site, mixed with additives or supplements, and shipped off- <br />site. The product shipped off-site is applied to land. <br /> <br />Title 14 California Code of Regulations section 17868.6 requires that testing be done <br />on green material that is being land applied. The testing measures physical <br />contamination, metal concentration and pathogen density. Sampling for this testing is <br />required every 5,000 cubic yards of product and a minimum of once every 12 months. <br />The most recent testing was done in January 2025. The April records show the "retail <br />total" of green material shipped off site since the last testing was 5,798 cubic <br />yards. The facility records reviewed during the inspection did not include test results. <br />Immediately sample and complete the required tests. Place a copy of the results in <br />the facility record for review during the next inspection. <br />27 CCR 20690 - Alternative Daily Cover <br />The Alternative Daily Cover tarps covering the active face have tears, exposing the <br />waste. Repair the tarps. <br />Inspection Report Comments <br />1. Tarps used as Alternative Daily Cover (ADC) at active face which was at area one. <br /> <br />2. First truck dumped at active face after 7 am. <br /> <br />3. Observed two bulldozers and a compactor being operated at the active face. Traffic <br />director observed at the active face. Personnel were wearing appropriate PPE. <br /> <br />4. Green waste records indicated that Olivera Enterprises shipped 2487 cubic yards off site <br />for retail sale in May.
