6/27, 1238 <br /> <br />This facility shall not accept more than the permitted daily tons received limit. <br /> <br />The site submitted, to the LEA, a facility permit revision application to increase the <br />daily tons received limit. The application was accepted by the LEA on July 18, <br />2025. The required public informational meeting is scheduled for August 26, 2025. <br /> <br />Repeat violation from the April, May and June inspection reports. <br />27 CCR 21600 - Report of Disposal Site Information <br />The site Joint Technical Document section 8 discusses Wood Waste handling. This <br />waste is ground on-site, mixed with additives or supplements, and shipped off- <br />site. The product shipped off-site is applied to land. <br /> <br />Title 14 California Code of Regulations section 17868.6 requires that testing be done <br />on green material that is being land applied. The testing measures physical <br />contamination, metal concentration and pathogen density. Sampling for this testing is <br />required every 5,000 cubic yards of product and a minimum of once every 12 months. <br /> <br />The most recent testing was done in January 2025. The June records show the "retail <br />total" of green material shipped off site since the last testing was 9718 cubic <br />yards. The facility records reviewed during the inspection did not include test results. <br /> <br />Immediately sample and complete the required tests. Place a copy of the results in <br />the facility record for review during the next inspection. <br />No Areas of Concern <br />Inspection Report Comments <br />1. Tarps used as Alternative Daily Cover (ADC) at active face which was at area six. <br /> <br />2. First truck dumped at active face after 7 am. <br /> <br />3. Observed one bulldozer and a compactor being operated at the active face. Traffic director <br />observed at the active face. Personnel were wearing appropriate PPE. <br /> <br />4. Green waste records indicated that Olivera Enterprises shipped 1433 cubic yards off site <br />for retail sale in June. Green waste testing every 5000 cubic yards is overdue. <br /> <br />5. Reviewed the special occurrences log, training record, daily tonnage and vehicle values, <br />and the load check record. Reviewed the 2nd quarter landfill gas perimeter monitoring well <br />measurements. <br /> <br />6. Two perimeter landfill gas monitoring wells were measured today.
