SANJOAQUIN Environmental Health Department <br /> COU TY <br /> CP22 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> H&M- BW#98 2501 JACKSON AVE ESCALON December 05 2024 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> REGULATION GUIDANCE:The owner and operator of underground storage tank(UST)systems shall comply with all <br /> requirements of the permit issued for the operation of the UST system. <br /> CORRECTIVE ACTION: Immediately take all necessary actions to bring these UST systems into compliance and <br /> confirm absence of ball floats for 87 tank. <br /> OBSERVATION:A cold start was performed on 11/14/2023 and a permit was not obtained from the EHD and <br /> monitoring system testing was not completed. <br /> REGULATION GUIDANCE: Emergency repairs relating to UST system monitoring and release detection may be <br /> performed by a properly licensed,trained, and certified contractor pursuant to the EHD's policy and a permit obtained <br /> within one business day from the EHD. All other repairs must have a permit submitted to and approved by the EHD <br /> prior to beginning work. <br /> CORRECTIVE ACTION: Immediately obtain a permit from the EHD for the cold start. A"Failure to Obtain a Permit" <br /> penalty applies. <br /> OBSERVATION:The 87 leak detector was replaced on 1/2/2024 and a permit was not obtained from the EHD. <br /> REGULATION GUIDANCE: Emergency repairs relating to UST system monitoring and release detection may be <br /> performed by a properly licensed,trained, and certified contractor pursuant to the EHD's policy and a permit obtained <br /> within one business day from the EHD. A"Failure to <br /> Obtain a Permit"penalty applies. <br /> This is a repeat violation (Class 2) Violation. <br /> 77 CA Code of Regulations 2712(f)2030073-Facility has corrected cited violations within 30 days of receiving report. <br /> OBSERVATION:An inspection was last done on 7/21/2023 and an inspection report was issued identifying information <br /> to be submitted to bring this site into compliance. This information was required to be submitted by 8/25/2023. This <br /> information has not been fully received resulting in a non-compliant status for this facility. <br /> REGULATION GUIDANCE:An operator that receives an inspection report shall have 30 days to implement the <br /> corrections specified in the inspection report and comply with permit conditions.
