OBSERVATION: On the pH discharge graph date range June 28, 2024 to July 5, 2024,wastewater from the treatment unit with a pH of approximately 12.6 was discharged into City of Stockton POTW(publicly owned treatment works)on Monday, July 1, 2024. Per Nathan Marleau,wash rack facility operator,the discharge was a result of new programming not set to appropriate pH levels. Per Nathan, based on the flow rate, several gallons of wastewater was discharged to the POTW. The facility failed to report this hazardous waste release to the CUPA. (IMG_3905, IMG_3906, IMG_3907) REGULATION GUIDANCE:A release or threatened release of a hazardous material shall be verbally reported immediately to the EHD and CalOES. CORRECTIVE ACTION: Submit a written statement to EHD stating any future releases or threatened releases of a hazardous material will be reported immediately to the EHD and CalOES. OBSERVATION:The Hazardous Materials Inventory forms for the following materials were not complete. -Oxygen:did not list the size of largest container(largest observed on site was 282 cubic feet), and incorrectly listed the storage pressure as ambient(should be above ambient) -Acetylene: did not list the size of the largest container(largest observed on site was 218 cubic feet) - Dyna-Strip 2000: did not list the size of the largest container(largest observed on site was 750 gallons) - Diesel Fuel: incorrectly listed the maximum daily amount smaller than the largest container(the largest container cannot be larger than the maximum daily amount) - Used Motor Oil: incorrectly listed the maximum daily amount smaller than the largest container(the largest container cannot be larger than the maximum daily amount) -Caustic: incorrectly listed the maximum daily amount smaller than the largest container(the largest container cannot be larger than the maximum daily amount).The largest container observed on site was 300-gallons.
