Testing was due by April 2024. <br /> REGULATION GUIDANCE: Secondary containment testing is required to be performed once every 36 months. <br /> CORRECTIVE ACTION: Take all necessary precautions to ensure testing is performed in a timely manner. The next due <br /> date is April 2027. <br /> This is a Repeat(Class 2)Violation. <br /> 52 CA Code of Regulations 2635(c)(1) 2030036 - Overfill prevention system has not been overridden and meets overfill <br /> requirements (TCR 9b) <br /> OBSERVATION: Overfill prevention testing was last performed on 5/30/25. The testing was due by October 2024. <br /> REGULATION GUIDANCE: Overfill prevention equipment inspections were required to be conducted by October 13, <br /> 2018, and every 36 months thereafter, and within 30 days of completion of a repair. <br /> CORRECTIVE ACTION: Take all necessary precautions to ensure testing is performed in a timely manner. The next due <br /> date is October 2027. <br /> --------------------------------------------------------------- <br /> OBSERVATION: The 87, 91, and Diesel tanks did not have an overfill prevention system. <br /> REGULATION GUIDANCE: All underground storage tanks shall be equipped with an overfill prevention system that does <br /> not allow for manual override and meets one of the following requirements: 1. Alert the transfer operator when the <br /> tank is 90 percent full by restricting the flow into the tank or triggering an audible and visual alarm; or 2. Restrict <br /> delivery of flow to the tank at least 30 minutes before the tank overfills, provided the restriction occurs when the tank is <br /> filled to no more than 95 percent of capacity; and activate an audible alarm at least five minutes before the tank overfills; <br /> or 3. Provide positive shut-off of flow to the tank when the tank is filled to no more than 95 percent of capacity; or, <br /> 4. Provide positive shut-off of flow to the tank so that none of the fittings located on the top of the tank are exposed to <br /> product due to overfilling. <br /> CORRECTIVE ACTION: The permit to install the drop tube with shut-off valves was approved on 9/25/25. Pending <br /> installation. <br /> This is a Repeat(Class 2)Violation. <br /> 59 CA Code of Regulations 2712(b)(1-2) 2030001 - Records of release detection monitoring and maintenance properly <br /> maintained (TCR 9d) <br /> OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. <br /> - 12/20/24 Spill Container test results for the repaired 87 spill container <br /> REGULATION GUIDANCE: These records shall be maintained on site for at least three years.
