Hazelton Av e <br />Stockton, California 95205 <br /> <br />Attn: Carol Presto, Senior REHS <br /> P: (209) 616-3061 <br /> <br />Re: CP22 – AST Non -Qualified Inspection Report, Dated December 3, 2024 , <br />Amended December 9, 2024 <br />Escalon Premier Brands <br />1905 S McHenry Ave, Escalon, CA <br /> <br />Dear Ms. Presto: <br /> <br />On behalf of Kraft Heinz for their Escalon Premier Brands facility located in Escalon, <br />California, Terracon has reviewed the CP22 – AST Non-Qualified Inspection Report , <br />dated December 3, 2024 , amended December 9, 2024 , that was completed by San <br />Joaquin County Environmental Health Department (SJCEHD). During the inspection, a <br />total of 11 violations were documented with the following correction actions required : <br /> <br />Item # Inspection Report Corrective Action <br />10 Ensure the 5-year review of the SPCC Plan is documented with complete dates. <br />Submit proof of correction to the EHD. <br />11 Ensure that your SPCC Plan includes an adequate cross -reference. Provide proof <br />of correction to the EHD. <br />19 <br />Ensure that the SPCC plan addresses disposal for recovered materials in <br />accordance with applicable legal requirements, submit proof of correction to the <br />EHD. <br />20 <br />Ensure the SPCC Plan includes the correct EHD phone number, has all numbers <br />in one section to allow easy access for reporting a discharge (or reference <br />section 2D and 8B so those numbers can be found) and all required items in the <br />discharge procedure (Oil Spill History Form). Submit proof of correction to the <br />EHD. <br />22 <br />Ensure the SPCC Plan discusses prediction of the direction, rate of flow, and <br />total quantity of oil which could be discharged from the facility as a result of <br />each type of major equipment failure (specifically: bulk <br />new oil, used oil and diesel fuel). Submit proof of correction to the EHD. <br />29 Ensure the SPCC Plan includes an adequate description of employee training. <br />Training shall address, at a minimum: operation and maintenance of equipment DRAFT
