The facility diagram must identify the location of and mark as “exempt” underground <br />tanks that are otherwise exempted from the requirements of this part under § 112.1(d)(4). The facility diagram must <br />also include all transfer stations and connecting pipes, including intra-facility gathering lines that are otherwise <br />exempted from the requirements of this part under § 112.1(d)(11). <br />CORRECTIVE ACTION: Ensure that the SPCC plan includes a complete facility diagram. Provide proof of correction to <br />the EHD. <br />This is (Class 2) Violation. <br />Code of Fed Regulations 112.7(a)(3)(ii) 4010030 - SPCC adequately addresses discharge prevention measures for <br />routine handling, loading/unloading. <br />OBSERVATION: The SPCC Plan failed to address discharge prevention measures, including procedures for routine <br />handling of products such as loading/unloading and facility transfers within the SPCC plan. Chapter 7.3 titled "Spill <br />Prevention" discusses NCYCC spill prevention "items" but does not discuss CHCF spill prevention "items." In other <br />parts of the plan, the generator area of the CHCF are mentioned but the prevention measures for the other petroleum <br />items were not observed as required in this section. <br />The generators for NCYCC were not observed mentioned in this part of the plan. <br />REGULATION GUIDANCE: The SPCC plan shall include: (ii) Discharge prevention measures including procedures for <br />routine handling of products (loading, unloading, and facility transfers, etc.); <br />CORRECTIVE ACTION: Ensure that the SPCC Plan adequately discusses discharge prevention measures, including <br />procedures for routine handling of products such as loading/unloading and facility transfers. Ensure that the generators <br />at NCYCC are included. Submit proof of correction to the EHD. <br />This is (Class 2) Violation. <br /> 17 <br />Code of Fed Regulations 112.7(a)(3)(iv) 4010042 - SPCC Plan addressed countermeasures for discharge discovery, <br />response and cleanup. <br />OBSERVATION 1: The Spill Prevention, Control, and Countermeasure (SPCC) Plan failed to address the <br />countermeasures for discharge discovery, response, and cleanup. The following was not observed in the plan: <br />1) The CHCF discovery and response procedures for the non generator area petroleum tanks/containers were not <br />listed. The spill control supplies listed referenced the generator area. The "CHCF-Spill Discovery and Response <br />Procedures" section did not discuss the non-generator area petroleum tanks/containers. <br />2) Discharge discovery, response, and cleanup (including information on spill control equipment) was not observed in <br />the plan for all of the tanks/containers in the NCYCC area. This includes responses to the generators located around <br />the NCYCC side. <br />Observation 2: The notification procedure on page 22 is out of date.
