The site map: <br />- The site maps do not list the locations of fire extinguishers and spill kits <br />- The site maps do not show locations of loading areas (areas where commercial vehicles would park to load/unload <br />materials ex: refuel diesel or pump out diesel from tanks) <br />- The site maps do not show internals roads <br />- The site maps do not show adjacent roads <br />REGULATION GUIDANCE: Site map(s) that contains north orientation, adjacent streets, access and exit points, <br />evacuation staging areas, hazardous material handling and storage areas, emergency response equipment, and, if <br />present, loading areas, internal roads, storm and sewer drains, and emergency shutoffs , as well as additional map <br />requirements the governing body of the unified program agency finds necessary. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. Additional <br />maps can be uploaded to meet map requirements. <br />This is a repeat violation (Class 2) Violation. <br /> 11 <br />CA Health and Safety Code 25505(a)(3) 1010010 - Electronically submitted adequate response plan/procedures for <br />release/threatened release of hazmat. <br />OBSERVATION: The emergency response(ER) procedures were lacking or inadequate. The Consolidated Emergency <br />Response/Contingency Plan: <br />- All marked emergency equipment does not have locations completed in Section G <br />- A phone number was not listed for BNSF Resource 24 Hour Command Center <br />- Vulnerable systems are not completed in Section H . <br />REGULATION GUIDANCE: A business plan shall include the following emergency response procedures for a release <br />or threatened release of hazardous materials, including, but not limited to, the following: - immediate notification of <br />local emergency personnel and the Environmental Health Department (EHD) - procedures for the mitigation of a <br />release or threatened release to minimize any potential harm or damage to persons, property, or the environment - <br />evacuation plans and procedures, including immediate notice, for the site <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is (Class 2) Violation. <br /> 12 <br />Overall Inspection Comments: <br />Routine HMBP Inspection <br />An inspection checklist was provided to the facility operator on the day of inspection, February 20, 2025.
