SAN JOAQUIN Environmental Health Department <br /> COUNTY— <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> AB MARCH LN OPERATIONS INC 11916 E MARCH LN, STOCKTON TIDecember 29, 2025 <br /> 45 CCR 23 CCR 16 2716(a)through (e) 2030013-DO inspections completed at least every 30 days and meet all <br /> requirements (TCR 12) <br /> OBSERVATION: The following issues were found: <br /> -6/26/25 report: Section 6 was not completed by Owner <br /> - 11/15/24 and multiple other DO reports: Section 3 is completed by DO but Section 5 is not completed by Owner, in <br /> response to compliance issues. <br /> -The designated operator failed to check that the documented alarms were responded to appropriately, no work orders <br /> were found. The alarms include: <br /> L4 Disp 3/4 Brine Fuel Alarm 3/24/2025 <br /> L14 Vent Box Brine Fuel Alarm 11/17/2024 <br /> L16 87 STP Brine Fuel Alarm 11/17/2025 & 11/16/2025 <br /> L17 Fill Sump Piping Sump Fuel Alarm on 10/3/2025 & 10/2/2025 & 7/31/2025 <br /> L18 87 Fill Brine Fuel Alarm 3/24/2025 <br /> L21 91 Fill Sump Piping Sump Fuel Alarm 8/11/2025 <br /> L24: DSL STP Brine Annular Space Fuel Alarm 3/24/2025 & 11/17/2024 <br /> L25: DSL Fill Sump Fuel Alarm 3/24/2025 <br /> REGULATION GUIDANCE: Facility did not comply with one or more of the following DO inspection requirements: <br /> Conduct the DO visual inspection at least once every 30 days; Performed by an ICC certified DO; Inspect monthly alarm <br /> history report, check that alarms are documented and responded to appropriately, and attach a copy; Inspect for damage <br /> and for the presence of liquid/debris in spill containers; Inspect for damage and for the presence of liquid/debris in under <br /> dispenser containment(UDC) and ensure that the monitoring equipment is positioned correctly; Inspect for damage and <br /> for liquid or debris in containment sumps where an alarm occurred with no service visit; Check that all testing and <br /> maintenance has been completed and documented; Verify that all facility employees have been trained in accordance <br /> with 23 CCR 2715(c); The owner/operator signed and dated the Designated Underground Storage Tank Operator Visual <br /> Inspection Report within 72 hours of being provided a signed copy. <br /> CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the <br /> required information on the reports. <br /> This is a Repeat(Class 2)Violation. <br /> 48 CCR 23 CCR 16 2712(b)(1)and(2) 2030001-Records of release detection monitoring and maintenance properly <br /> maintained (TCR 9d) <br /> OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. <br /> - Monitoring System Certification Test results for the following dates: 12/17/2022 and 11/2/2023 <br /> REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records <br /> include: (1)date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; <br /> (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all readings <br /> of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of inventory readings <br /> and reconciliations. <br /> CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last <br /> three years on site.
