Environmental Health Department <br />CP22 - HMBP Inspection Report <br />Date: <br />October 29, 2024 <br /> Facility Address: <br /> 3807 Coronado AVE, Stockton <br /> Facility Name: <br /> Sprint United Managemnt Co. <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />b) Any handling of a previously undisclosed hazardous materials <br />c) A change of business or facility address <br />d) Change business ownership <br />e) Change of business name <br />f)(1) A substantial change in the handler 's operations occurs that requires modification to any portion of the business <br />plan. (2) For the purpose of this subdivision, “substantial change” means any change in a facility that would inhibit <br />immediate response during an emergency by either site personnel or emergency response personnel, or that could <br />inhibit the handler's ability to comply with Section 25507 , change the operational knowledge of the facility, or impede <br />implementation of the business plan. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br />This is (Minor) Violation. <br />CA Health and Safety Code 25505(a)(1) 1010004 - Complete and accurate Hazardous Materials Inventory information <br />electronically submitted. <br />OBSERVATION: Hazardous material inventory is outdated. <br />-Per the decision of the CUPA forum to preserve uniformity throughout the state , lead acid batteries reported to CERS <br />should include "Lead Acid Battery" in the chemical name with the correct % by weight listed for battery components <br />under the Mixture Components heading on the Hazardous Materials Inventory form. <br />-Halon 1301 (bromotrifluoromethane) labels were observed in wall-mounted spheres and floor-mounted cylinders as <br />part of the fire suppression system on site but Halon was not included in the chemical inventory. <br />-Locations of the chemical used in the fire suppression system should indicate the location of the contained chemical <br />within spheres/cylinders during storage. <br />REGULATION GUIDANCE :The Hazardous materials inventory information must be current and submitted as part of <br />the business plan. <br />CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br />This is a repeat violation (Class 2) Violation. <br /> 10 <br />CA Health and Safety Code 25505(a)(2) 1010005 - Site Map with all required content electronically submitted. <br />OBSERVATION: The site map is incomplete/outdated. <br />-Portable generator storage area (page 1 of 6) label is outdated. <br />-Upper floor map (page 3 of 6) is incorrectly labeled as the lower floor. <br />-Mezzanine level map (page 4 of 6) is incorrectly labeled as the upper floor. <br />-Biocide tanks and storage area incorrectly labeled on the lower floor map but were observed on the upper floor during <br />the inspection. <br />REGULATION GUIDANCE: site map that contains north orientation, adjacent streets, access and exit points, <br />evacuation staging areas, hazardous material handling and storage areas, emergency response equipment, and, if <br />present, loading areas, internal roads, storm and sewer drains, and emergency shutoffs , as well as additional map <br />requirements the governing body of the unified program agency finds necessary. <br /> 11 <br />FA0003819 PR0519802 SC001 10/29/2024 <br />EHD Rev. 12/06/2021 CP22 - HMBP OIRPage 3 of 5 <br />1868 E.
