Groundwater Well Installation Work Plan Sharpe Army Depot <br /> Lathrop, California <br /> 3.1 Pre-Field Activities <br /> For onsite wells, pre-field activities will involve coordination with the Presidio of Monterey Directorate of <br /> Public Works Environmental Division (DPW-E) for permitting, and geophysical and biological clearances, <br /> as needed. <br /> For the three wells proposed within the housing developments west of Sharpe, pre-field activities will <br /> include coordination with the City of Lathrop for easements, notification to adjacent residents, and <br /> geophysical clearance. <br /> Forthe three wells proposed on the UPRR property, pre-field activities will include coordination with UPRR <br /> for easements and geophysical clearance as needed. <br /> 3.1.1 Notification and Access <br /> Before commencing field activities within the Sharpe boundaries, permits as well as geophysical and <br /> biological clearances will be coordinated with the Presidio of Monterey DPW-E. No field notifications or <br /> other access requirements are required. <br /> For well installation outside the Sharpe boundaries, access agreements with private property owners will <br /> be arranged by USACE Real Estate. Easements for work within roadways will be obtained from the City of <br /> Lathrop. Residents will be notified of scheduled field activities per City of Lathrop requirements. <br /> For well installation on the UPRR property, access agreements will be arranged between USACE Real <br /> Estate and UPRR. Previous attempts to establish access agreements with the UPRR have resulted in <br /> significant project delays. Installation of EWC8, EWC9, EWCC7, and associated conveyance lines on UPRR <br /> property, including final locations and installation schedule, will depend on access agreement <br /> negotiations between the Army and UPRR. <br /> All field activities will be coordinated with property owners. <br /> 3.1.2 Permitting <br /> A permit from the San Joaquin County Environmental Health Department(SJCEHD)will be obtained before <br /> the fieldwork for well installation outside the Sharpe boundaries (EWC8, EWC9, MW55113, MW551C, and <br /> MW552C).A representative of SJCEHD will be notified at least 48 hours before the commencement of the <br /> fieldwork to allow time for a field inspection. At a minimum, the representative should be present to <br /> monitor the grouting (sealing) of the well casing. <br /> 3.1.3 Geophysical Clearance <br /> Before drilling, utility clearance will be performed to identify underground utilities and other potential <br /> obstructions. Clearance activities include notification of utility agencies and utility protection <br /> organizations as appropriate and completing onsite surveys using geophysical equipment. Utility locations <br /> will be marked on the ground surface to indicate the assumed utility type. Before initiating intrusive <br /> activities, utility location information will be reviewed, including field markings and available drawings. <br /> Borings will be made by hand auger(or similar method)to a depth of 5 ft bgs. <br /> Ahtna Environmental,Inc. 7 <br />
