OBSERVATION: The Hazardous Materials Inventory forms for used oil were not complete. The max daily amount for used oil is listed at 11 gallons. The max daily amount for used oil needs to be reported at 500 gallons. REGULATION GUIDANCE :The Hazardous materials inventory information must be current and submitted as part of the business plan. CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. This is (Minor) Violation. 12 CA Health and Safety Code 25505(a)(3) 1010010 - Electronically submitted adequate response plan/procedures for release/threatened release of hazmat. OBSERVATION: The emergency response(ER) procedures were lacking or inadequate. The local Unified Program Agency (UPA) phone number was not listed on line C1. Add 209-468-3420 as the local UPA phone number. REGULATION GUIDANCE: A business plan shall include the following emergency response procedures for a release or threatened release of hazardous materials, including, but not limited to, the following: - immediate notification of local emergency personnel and the Environmental Health Department (EHD) - procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment - evacuation plans and procedures, including immediate notice, for the site CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. This is (Minor) Violation. Overall Inspection Comments: Routine HMBP Inspection. Conducted a Hazardous Materials Business Plan (HMBP) inspection. There were 2 violation found during the inspection. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by 12/13/2024. To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of having them sign.
