A dOAQU1N Environmental Health Department <br /> COUNTY <br /> CP22 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SAFEWAY FUEL CENTER#1769 2802 COUNTRY CLUB BLVD, STOCKTON Aril 15 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> This is (Minor)Violation. <br /> 33 CA Health and Safety Code 25290.2(d)2060022-System has a mon system capable of detecting entry of haz sub or <br /> water into secondary containment. <br /> OBSERVATION: The diesel STP sensor failed to activate an audible and visual alarm when tested to ensure <br /> continuous monitoring of the tank system. <br /> REGULATION GUIDANCE:All monitoring equipment shall be maintained to activate an audible and visual alarm or <br /> stop the flow of product at the dispenser when it detects a leak. <br /> CORRECTIVE ACTION: The sensor was replaced and retested during the inspection. <br /> This was corrected on site. <br /> This is (Class 2)Violation. <br /> 59 CA Code of Regulations 2712(b)(1-2)2030001 - Records of release detection monitoring and maintenance properly <br /> maintained (TCR 9d). <br /> OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. <br /> -Single sensor Monitoring System Certification test report for replacement of L2,VR-460 87-Annular sensor on <br /> 4/18/2024. <br /> REGULATION GUIDANCE:These records shall be maintained on site for at least three years. Monitoring records <br /> include: (1)date and time of all monitoring or sampling; (2)monitoring equipment calibration and maintenance records; <br /> (3)results of any visual observations; (4)results of sample analysis performed a lab or in the field; (5)logs of all <br /> readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6)results of <br /> inventory readings and reconciliations. <br /> CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last <br /> three years on site. Submit copies of any missing work orders and alarm records to the EHD. <br /> This is a repeat violation (Class 2) Violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by May 15, 2025. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of <br /> having them sign. <br /> Starting July 1, 2024, all in-office CERS help will be provided at EHD hourly rate ($172).
