To: Bahadori,Taj< > <br /> Cc:Spencer Supinger<Spencer.Supiner@qkinc.com> <br /> Subject: Harney Lane Migrant Center Wastewater Improvements Project <br /> To: Mr.Taj Bahadori, Senior Engineer, San Joaquin County Public Works Solid Waste Division <br /> From: Douglas Parson and Spencer Supinger with QK Inc., Engineers for the Harney Lane Migrant Project. <br /> As we have discussed,the Housing Authority of the County of San Joaquin and Villa Real Inc have advertised for bids for <br /> a project to make improvements to their onsite wastewater system.At the pre-bid meeting, questions were raised <br /> about two possible areas of cooperation with the County Solid Waste Division that would be very helpful to the project. <br /> Please see attachment 1, Site Sketch A.The project includes replacing the two pumps for the wastewater lift station, a <br /> mag flowmeter, an emergency generator, replacing the three aerators, miscellaneous electrical work, earthwork fill to <br /> raise the levees around Lagoon#3 (which is currently 3 feet lower than Lagoons 1 and 4), removing sludge from the <br /> bottoms of Lagoons 1,3, and 4 and disposing offsite, and placing rock rip-rap slope protection on the banks of Lagoons 1 <br /> and 4.These improvements do not change the way the plant operates or the permitted capacity, but consists mainly of <br /> maintenance upgrades.The proposed contract duration is one year since the work on the 3 wastewater lagoons will <br /> have to be done one-at-a-time while the other two lagoons are still in service. On behalf of the Housing Authority, and in <br /> accordance with your request for a written inquiry,we respectfully request the following two areas of coordination with <br /> our project: <br /> 1. Project Access: During certain periods of the project, like when some of the wastewater will be trucked offsite <br /> or when fill dirt will be imported to raise the levees of lagoon#3,we request to have the trucks utilize the access <br /> road on the landfill side of the fence as has been done in the past.The access road and exist truck access gate <br /> between Lagoons 1 and 2 are shown on the attached sketch. From a standpoint of safety for the migrant <br /> residents and their children during the project, it would be very helpful not to have construction equipment and <br /> trucks traversing through the onsite streets and parking areas.There was a similar project in 1999 where the <br /> Housing Authority brought in fill to raise the levees on Lagoon 4 and placed rock rip-rap on Lagoon 3.At that <br /> time, and on other occasions,the Solid Waste Division has allowed the Housing Authority or their contractors to <br /> utilize the access road. <br /> 2. Storm Water: Due to limited room onsite to create a temporary sludge drying area,we would like to request to <br /> divert the storm water from the site to the drainage ditch east of the access road and temporarily dry up the <br /> storm basin to be used as a drying bed during our project.The attached Site Sketch A indicates the storm pump <br /> force main pipe and the normal point of discharge into Storm Lagoon 2 at the northwest corner of the Lagoon <br /> 2. The sketch also indicates a temporary pipe (dashed line)that would allow the storm water to bypass Lagoon <br /> 2 (without coming into contact with any wastewater or sludge).Since the project duration will span over both <br /> the wet time of year and dry,the request would be for this bypass to be in place for the duration of the project <br /> since the Lagoons 1, 3 and 4 cannot all be worked on at the same time, but sequentially. However, please note <br /> that most the of the storm water bypassing will occur during January thru March and then will diminish to very <br /> little from April through October.The Housing Authority records indicate that this arrangement was allowed for <br /> the above referenced project that took place in 1999 from approximately January through August. <br /> In regard to the project Plans and Specifications,they can be viewed or printed from the owner's website at the <br /> following link http:/Lvillarealinc.org/procurement.htmi. <br /> In regard to correspondence/approvals with the San Joaquin Department of Environmental Health and the Central <br /> Valley Regional Water Quality Control Board, most of this was handled by my associate, Spencer Supinger. See <br /> attachment 2 which includes 3 pages: a brief summary from Spencer regarding the review process he went through with <br /> Rodney Estrada (SJ County Environmental Health) and Dina Calanchini (Central Valley Regional Water Quality Control <br /> Board) and copies of two emails from Dina Calanchini. <br /> It is our understanding that the Housing Authority and the Solid Waste Division have enjoyed a good working <br /> relationship over many years.We are hopeful that this type of cooperation could continue for our current project.We <br /> 2 <br />
