The monitoring plan for Tank 4 lists VMI as the <br /> manufacturer of the VR FX1 DV leak detector. <br /> REGULATION GUIDANCE: The monitoring plan must be uploaded to the California Environmental Reporting System <br /> (CERS). <br /> CORRECTIVE ACTION: Immediately log into CERS, make the necessary changes, and submit for review by the EHD. <br /> This is a (Class 2)Violation. <br /> 9 CA Code of Regulations 2638, 26410), 2715(f) 2030002 - Leak detection equipment tested by qualified service <br /> technician every 12 months (TCR 9d) <br /> OBSERVATION: Annual monitoring system certification and leak detector testing were previously performed on <br /> 6/27/2024 and was completed on 7/7/2025, 1 month past due. <br /> REGULATION GUIDANCE: These tests are required once every 12 months. <br /> CORRECTIVE ACTION: Take all necessary precautions to ensure testing is performed in a timely manner. <br /> OBSERVATION: The annual monitoring system certification and leak detector testing were last performed on 6/27/2024 <br /> and were due by June 2025. Testing has not been completed for the auto fueling side and is 1 month past due. <br /> REGULATION GUIDANCE: These tests are required once every 12 months. <br /> CORRECTIVE ACTION: Immediately schedule these tests and provide 48 hours notification to the EHD. <br /> Please be aware that all EHD staff time associated with a follow up inspection will be billed at our current hourly rate <br /> ($179). <br /> This is a Repeat(Class 2)Violation. <br /> 47 CA Health and Safety Code 25290.1(0), 25290.2(c3) 2030008 - Secondary containment installed after July 1, 2003 is <br /> free of water <br /> OBSERVATION: Water was found in the diesel 1 (T1) and diesel 2 (T2) STP piping sumps, diesel 2 fill piping sump, <br /> UDC 1/2, UDC 5/6, and the truck side vent piping sump. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the system <br /> by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous <br /> waste regulations, and manage accordingly.
