Provide a corrective action statement and a copy of the disposal records to the San <br /> Joaquin County EHD within 30 days. <br /> This is (Class 1)Violation. <br /> Overall Inspection Comments: <br /> Muhammad Rafiq came to the EHD office and spoke with this inspector on 4/7/2025. He stated that he had been <br /> out of the building since November 2024 and wanted to close his SQG HW permit. He stated that all hazardous <br /> waste had been removed from the facility and that it was ready for a closure inspection. He also stated that he <br /> wasn't sure if they were open for business yet, but he believed a new tenant had just moved in. He provided a <br /> phone number for the building owner, Bobby. <br /> Bobby provided a phone number for the new tenant and asked me to coordinate with them to schedule the <br /> inspection. He stated that he did not see the property in between tenants and was unaware if all waste had been <br /> removed. <br /> A closure inspection was attempted on 4/8/2025 for S&S Auto to close the facility's SQG HW permit with EHD. A <br /> closure inspection could not be conducted due to the remaining hazardous waste observed on site. The waste <br /> appears aged, labels are faded, and layers of dark staining were observed. A routine inspection was conducted in <br /> lieu of a closure inspection. <br /> Permission for the inspection was granted by John Saucer, Co-Owner of the new tenant business, J&S Auto. Mr. <br /> Saucer provided a copy of his lease with start date March 1, 2025. J&S auto is currently open with minimal <br /> operations. No hazardous materials in reportable quantities stored by J&S Auto were observed during the <br /> inspection and the owners report that they have obtained an EPA ID number with the intent to generate hazardous <br /> waste but are not yet generating hazardous waste. <br /> During the inspection, Co-Owner of J&S Auto, Will, stated that Rafiq had stopped by on 4/7/2025 and stated he <br /> planned to call CleanTech to remove the waste left on site.
